"災害発生時における宿泊施設の活用事例とその課題に関する考察","CONCIDERATION OF EXAMPLES AND ISSUES IN THE UTILIZATION OF ACCOMODATION FACILITIES DURING DISASTERS.","大西 晶, 湯浅 恭史, 上月 康則, 中西 敬, 松重 摩耶","ONISHI Akira, Yasufumi Yuasa, Yasunori Kozuki, Takashi Nakanishi, Maya Matsushige","null","近年,日本各地において地震や豪雨災害などの大規模災害が発生した際,被災者支援の一環としてホテ ルや旅館など宿泊施設の活用が検討・実施されている.この方針は令和 3 年 5 月の中央防災会議において 防災基本計画に盛り込まれたが,運用に際しては課題が残されている.そこで本研究では,地方公共団体 と宿泊施設が属する団体の間で結ばれた支援協定を収集・分析し協定の内容を明らかにした.加えて,実 際に被災者を受け入れた団体及び宿泊施設にヒアリングを行い,災害発生時において宿泊施設が発揮可能 な支援機能と機能を発揮するための課題について考察した.その結果,災害発生時に被災者を受け入れる に当たって,地方公共団体,被災者,宿泊施設をつなぐ重要な役割を宿泊施設が属する団体が果たしてい ることが明らかになった.宿泊施設が有する潜在的支援機能がより有効に発揮されるためには,施設側が 協定に関する理解を深めること,協定に沿って災害発生時を想定した独自のマニュアルを整備するなど, 事前の準備,手順のシミュレーションが不可欠であることが改めて明らかになった.","In recent years, when large-scale disasters such as earthquakes and heavy rain disasters occur in various parts of Japan, the use of accommodation facilities is being considered and implemented as part of the support for victims. In reality, the agreement does not provide detailed information on how to set up and operate evacuation shelters in case of emergency, and there are still few examples, so there is a lack of knowledge on how to respond quickly. Therefore, in this research, with the aim of facilitating the use of accommodation facilities in the event of a disaster, we collected and analyzed support agreements nationwide, clarified the actual situation of the support system, and actually accepted victims. 本研究では筆者らが行った「青赤紙を用いた率先避難訓練」の防災教育を事例に,よりよい防災教育へ改善していくための問題点と,その改善策を検討した.その結果,本事例の問題点として(1)率先避難者の役割をどのように教えるのかといった「教授方略」に注力し,「目標」や「評価」を決めるための学習者分析を十分に行わなかったこと,(2)「目標」や「評価」をあいまいなままに教育を行ったことで,学習者が理解したことと教育者が教えたいことにズレがあった可能性を見出すことができた.インストラクショナルデザイン(以下ID)を用いることでこの問題点の改善策を提示し,「目標」⇒「評価」⇒「教授方略」の順番で教育を設計することが,よりよい防災教育へ改善していくために重要であることを,防災教育の具体的事例に基づき示すことができた.
"," Based on the example of a disaster preparedness education program implemented by the authors, leading evacuees drills using red/blue paperboard, this study examined the problems of the program and their remedial measures for improving disaster preparedness education. As a result, the following two problems were identified: 1) the focus was on the teaching strategies, such as methods for teaching the roles of leading evacuees, and learner analysis for setting the goals and the assessment criteria was not fully conducted, 2) there might have been a gap between what the instructors wanted to teach and what the learners understood due to the fact that the program was implemented without setting clear goals and assessment criteria. Based on a specific example of disaster preparedness education, it was demonstrated that in order to improve disaster preparedness education, it is important to present remedial measures for the problems of the program using instructional design (ID) and to design the education program in the order of goals, assessment criteria, and finally teaching strategies.

"大阪湾奥における魚類多様性検出のための環境DNA調査","FISH DIVERSITY DETECTION AT THE INNER PART OF OSAKA BAY USING ENVIRONMENTAL DNA ANALYSIS","上村 了美, 大谷 壮介, 岩見 和樹, 上月 康則, 田辺 尚暉, 山中 亮一","上村 了美, 大谷 壮介, 岩見 和樹, Yasunori Kozuki, Naoki Tanabe, Ryoichi Yamanaka","null"," 大阪湾奥に位置する尼崎運河において,環境DNA調査と捕獲調査を比較して運河内スケールにおける環境DNAの有効性と問題点を検討し,各調査地点の魚類相の比較および環境条件との関連を明らかにした.東堀では1月の表層のORPやDOが回復し,同時期の環境DNAにより検出された種数が最も多かった.このことから,この場所が水質の回復によって魚類の利用場所となるポテンシャルを持っている可能性が示唆された.環境DNA調査はより環境の異なる港湾との比較や季節変化については差の検出が可能であった.環境DNA調査は検出は不安定で,検出できない種もあるが,採捕調査よりも多くの魚種を検出する傾向にあり,直接採捕の調査と合わせると互いの調査方法の結果を補い,魚類相全体の把握に有効な手法であると考えられる.
"," Fish diversity at at Amagasaki canal in the Inner Part of Osaka Bay were investigated by environmental DNA analysis (eDNA) to clarify whether this method is valuable in eutrophic conditions. A ORP and DO was restored in January in Higashi-bori sampling point and the detected fish species was larger number than the other time. The result suggests that Higashi-bori has a potential for fish habitat with a water quality recovery. The number of detected species and fish fauna suggests that eDNA is efficient in comparison among sampling points which has sharp contrast of environmental factors and monitoring seasonal difference. The eDNA is unable to detected a certain species, but allow to detect larger number of species than the conventional sampling methods. eDNA is most effective when used in conjunction with conventional sampling method for investigation of fish diversity.

We investigated the distribution of gastropods including Neripteron pileolus and several environmental variables at (1) 70 (small scale) and 124 stations (large scale) at a reed marsh in the Yoshino River Estuary in October 2004 and 2007; and (2) 130 stations at the Katsuura River Estuary in October 2005. Assimineidae spp., Neripteron pileolus, and Cerithidea moerchii were the dominant species in the reed marsh at the Yoshino River. The population density of Neripteron pileolus in the Yoshino River was higher than that in the Katsuura River. Further, the reed density was almost similar between the Yoshino and Katsuura Rivers. However, the number of dead leaves of reed in the Yoshino River was 14 times higher than that in the Katsuura River. The small-sized Neripteron pileolus (< 11 mm) were found to be attached to the dead leaves of reed. その結果,これまで粘り強い効果が期待できるとされてきた裏法面の緩勾配化よりも効果の高い構造形式として,裏法肩及び法尻部に曲線形を用い法尻陸側に落堀を付加した断面が有効であることを確認した.この構造形式は,堤体幅を現状と同程度とすることが可能であることから,粘り強さに加え現状の利用及び環境に影響を与えない効果も期待できる."," After the disaster of coastal dikes by the 2011 Tohoku Tsunami, the improvement of coastal dike design in response to external force of the design Tsunami is under progress. In this study, several structure types of coastal dike, which can stand for the more external Tsunami force, such as Nankai Trough Tsunami, without changing the length of dikes are proposed. Besides, scouring suppression effect was verified using a developed numerical model based on CADMAS-SURF/2D considering geomorphological process. As a result, it was confirmed that the structure typeswithstreamline at top of inner and back slope and drainage in landside of dike toe, were more effective than structures with moderating back slope. This new structure types could make similar width of current dikes. "沖洲人工海浜での希少種ルイスハンミョウ保全のための生息環境創出実験","THE STUDY OF HABITAT CREATION FOR ENDANGERED SPECIES ON ARTIFICIAL SHORE","渡辺 雅子, 永峰 和佳, 上月 康則, 岡田 直也, 玉井 勇佑, 山中 亮一","渡辺 雅子, Waka Nagamine, Yasunori Kozuki, 岡田 直也, Yusuke Tamai, Ryoichi Yamanaka","null","我々は,代償措置によって創出された徳島県沖洲地区の人工海浜において,希少種ルイスハンミョウ幼虫の生息環境を創出し,維持管理する方法を解明することを目的に実験を行った.実験区は,これまでに明らかになっている幼虫の生息環境条件を満たすように創出し,幼虫生息標高場の面積や植生被度の季節変化,地盤変動のしやすさを解析した.その結果,実験区が幼虫生息不適地となった要因を,(1)海側で土壌浸食をうけること,(2)陸側で植生被度が高くなることの二つに大別でき,海浜地形が影響していることがわかった.本研究により幼虫の生息適地を創出することができた,しかし植生の繁茂や砂の堆積などによりその生息場は約3年しか維持されないことから,人為的な維持管理を継続的に行っていく必要も明らかとなった."," We conducted experiments to clarify the method of the creation and the maintaining of habitat for larvae of an endangered tiger beetle on a artifical sandy shore. The experimental area was created to clear the three habitat conditions of larvae in the previous study. We analyzed the seasonal change of the elevation, vegetation and sediment stability of habitat. We found that the following two factors of unsuitability for the habitat on experimental locations. 1)The low elevation and the high frequency of sediment erosion on the sea side. 2)The high elevation and high vegetation on the land side. In addition, the beach torography has affected them. We were able to create suitable habitat for larvae through this study. However, these habitats are maintained only for about three years due to vegetation growth and sedimenntation. We focused on a difference of ecosystem response and water quality improvement ability between AC and ordinary concrete (OC). The experiment conducted in a small water channel facility in Amagasaki Canal and a U-shaped gutter that contained L-arginine were set up on the channel. We applied the AC contains L-arginine 3% ratio by weight. As a result, the primary production of Algae was increased to 130% with AC, and twice the number of benthos could be alimented by AC more than OC. We could cooperate with more than 80 percent of 108 people. Effect of the stickers was investigated by the KM-Map method for the guardians of Tsuda junior high school and found that many people did not take the conventional process of “action after understanding” but took the reversal process of “understanding after action”. This feature was analyzed using the questionnaire results, which indicates that those who took the reversal process tend to feel responsible for the students. We developed a new correction method to calculate a change of ground elevation by a ground liquefaction using the result of the simplified method and the result of FEM by FLIP. The tsunami simulation was conducted by JAGRUS. As a result, the inundation process and the arrival time of Tsunami were changed by a ground liquefaction around small rivers and banking structures because the tsunami runs up through small rivers and is trapped by roads and rail tracks. There were areas where the arrival time of the tsunami reached at most 10 minutes earlier. There was no habitat for demersal fish near sea surface in urban canal because all coastal line was formed by vertical seawall. Environment-friendliness seawall is an effective solution because the seawall can provide a habitat for demersal fishes. This study focuses on design requirement of environment-friendliness seawall, especially inhabitable water quality level of DO for demersal fish, we conducted experiments using small aquarium which can control water quality difference in vertical direction. The purpose of this study was to clarify the effect of habitable seawall for fish in the canal area. We set up a simple basket to be an evacuation site for fish in the surface and bottom layer of canal, and investigated the fish in the basket. As a result, when the bottom layer became poor oxygen, the bottom fish evacuated to the surface layer, and when the poor oxygen dissolved, it moved to the bottom layer. "ニホンスナモグリの生物撹拌による底質環境の改変と底生生物相への影響","EFFECT OF BIOTURBATION OF GHOST SHRIMP NIHONOTRYPAEA JAPONICA ON BOTTOM SEDIMENT AND BENTHIC ASSEMBLAGE","東 和之, 大田 直友, 橋本 温, 大谷 壮介, 上月 康則","Kazuyuki Higashi, 大田 直友, 橋本 温, Sousuke Otani, Yasunori Kozuki","null","徳島市沖洲地区にある人工海浜は,埋め立てられる既存海浜の代償措置として造成されたが,模倣した既存海浜と比較して底生生物量が極端に少ない状況が続いている.筆者らはその原因として「沈み込み現象」を提案し,その発生原因がニホンスナモグリの生物撹拌によることを明らかにした.本研究ではニホンスナモグリが海浜生態系に与える影響を明らかにするために野外調査および実験を行った.その結果ニホンスナモグリはその生物撹拌によって,干潟表面を凹凸化し底質粒度を粗粒化することで底質環境を改変すること,それに伴い底生微細藻類量が減少することを示した.ニホンスナモグリを排除すると底生生物相が貧弱になるが,ニホンスナモグリが優占する場ではトリウミアカイソモドキなどニホンスナモグリの巣穴を利用する特定の種が数多く確認された."," An artificial tidal flat was created in 2007, to compensate for the loss of a natural tidal flat, at Okinosu, Tokushima City. However, five years after its creation, it was found that the ecological conditions in the artificial habitat of benthic animals differed vastly from those in the natural habitat, and that the abundance of benthic animals was much lower in the artificial tidal flat.
We propose that a “sinking event” is responsible for this phenomenon. Furthermore, we have determined that this sinking event is caused by bioturbation of ghost shrimp Nihonotrypaea japonica. Here, we undertook experiments to clarify the effect of N. japonica on the tidal-flat ecosystem. N. japonica generated coarse sediment grain sizes and decreased the abundance of benthic diatoms. その結果,海岸堤防裏法尻部の洗掘抑制には,裏法面の緩勾配化の他,裏法肩及び法尻部に曲線形を用い法尻陸側に落堀を採用することが有効であることを確認した."," Most of coastal structures, especially coastal dikes were destroyed by the 2011 Tohoku Tsunami. It was reported that one of the most important causes was the failure of back slope of dikes due to scouring.
It was effective to drain into the landside as possible smoothly in examining the robustness of the dike for the tsunami. In this study, a numerical model using CADMAS-SURF/3D has been applied to clarify the difference of tsunami external force toward back slope of dikes due to structure specification and to make suggestions for mechanism of robustness and design of coastal dikes. (2) The majority of students discussed what they learned with family members, friends, and acquaintances. If a common awareness can be created in advance in this manner, it will be very effective in formulating pre-disaster improvement plans while making actual efforts for consensus building. It was reported that one of the most important causes was the failure of back slope of dikes due to scouring. It is assumed that probability of leading tsunami overflow landward is effective to study robustness of coastal dikes toward the tsunami. However,the process of this construction involved land reclamation along the shore line where the endangered tiger beetle Cicindela lewisi inhabited. In compensation for the loss of their original habitats, the creation of a new artificial shore in the adjacent area was planned. Observational surveys in the original habitats demonstrated that adult tiger beetles usually utilize the vegetated area in the upper part of the shore and their larvae make nesting holes in the bare sand area of relatively lower zone. For closely mimicking conditions of their original habitats, the direct transplantation of coastal vegetation and surface soil from the natural coast was conducted. After these fundamental arrangements for existence of the tiger beetle in the new shore were completed in 2007, a corridor was made between the newly created and the original habitats for facilitating their natural movements. In the summer of the same year , adult tiger beetles had been already observed in the created shore. In the next spring, the larvae and their nesting holes were also observed. Moreover, the numbers of the both adults and larvae still increased suggesting that this mitigation succeeded at that stage. On the ot her hand, the other main purpose of the shore creation is the provision of amenity space. However, the human use is often considered to be incompatible with the environmental conservation. We conducted the workshop for considering the rules of shore use and its management systems in 2009 including locals. We agreed on making the rules that restricts human activities to harmless level for tiger beetle activities. A large volume of oxygen is consumed after dropping the mussels themselves to the bottom during the summer period. In this research, it was suggested the inhabiting situation at inside of the mussels association. The inside association was composed by young shells. They are less 20 mm of body size. The obesity rate is lower and the mortality rate is higher than the outside. The cause of dropout was considered for constructing the multi layered mussels on the seawall. The inside of association becomes heavy condition for living. Conclusions are as follows: 1) Physical characteristics of sediment were classified into 7 groups by cluster analysis in relation to particle size composition of sediment and difference in elevation. 2) There are relationships among plant communities, formation process of tidal flat and stability of the topography. Plant communities determine physical characteristics of sediments. 3) Those groups were also characterized with some specific macrobenthos species. The diversities of sediment characteristics led to increase the number of species. However, dead algae often cause anaerobic conditions in the water just above and on sediment after they are deposited on the bottom. We found that Stichopus japonicus inhibited the anaerobic processes coupling water sulfite production in sediment. The present study investigates whether S. japonicus inhibits algal flourish and influences sediment properties such as organic matter contents. Aquarium experiments were carried out at Komatsushima port in Tokushima Prefecture, western Japan. The aquaria used in the experiments were supplied with water directly from the adjacent sea (6 L/min), laid with sand of 10 cm depths, and lighted at 12 h intervals. Six aquaria each containing a sea cucumber from Komatsushima port and six aquaria without any were used in the experiments. Water temperature ranged between 9 and 15 degrees C during December 2000 and April 2001. Salinity ranged between 32 per thousand and 34 per thousand. Algae began to cover the bottom of the aquaria without S. japonicus after 2 weeks, whereas no growth was evident in the aquaria containing sea cucumbers. Chlorophyll a concentration in the surface sediment of the aquaria with S. japonicus (6.1+/-3.6 microg/g, mean S.D.+/-standard deviation) was significantly lower than that without it (60+/-17 microg/g, U-test, p<0.05). Phaeophytin concentration in the surface sediment of the aquaria with S. japonicus (0.9+/-0.09 microg/g) was also significantly lower than that without it (4.5+/-1.0 microg/g, U-test, p<0.05). TOC concentration in the surface sediment of the aquaria with S. japonicus (2.6+/-1.3 microg/g) was slightly lower than that without it (4.0+/-1.2 microg/g). These results showed that algal biomass and organic matter concentration of the bottom were decreased in the presence of S. japonicus.
