(Summary) 都市モデルの作成および応用に重点をおいた本であり，原書は都市モデルの入門書として高い評価を得ている．内容は，都市システムのモデル化，実用的都市モデルの作成，小売買物モデル，空間相互作用モデル，総合的都市モデル，線形都市モデル，最適都市モデル，および都市モデルの利用と問題，の8章からなり，モデルの構造だけでなく，適用方法も容易に理解できるように配慮されている．このうち，線形都市モデルと最適都市モデルの2章分の翻訳を担当した．

2.	Kojiro WATANABE and Akio Kondo : A STUDY ON THE RESIDENTIAL LOCATION TREND CONSIDERING TSUNAMI RISK IN TOKUSHIMA URBAN AREA, Journal of Architecture and Planning, Vol.81, No.730, 2713-2721, 2016. (Summary) The purpose of this paper is to show the residential location trend considering Tsunami risk in Tokushima Urban Area (TUA). Building certification data was used to show residential location from 2010 to 2013. We analyzed residential location trend from this data and Tsunami inundation potential data. Comparing residential location trend before and after Great East Japan Earthquake (GEJE), demand for new houses in west part of TUA without Tsunami risk is increasing, but urbanization has been continuing in Tsunami inundation area after GEJE. Finally, we classified the target area using residential location trend and Tsunami risk, and showed the area which needs to be controlled or promote urbanization. (Summary) In order to promote the urban residence for aged society in the future, it is important to create a residential land use in central urban area. The purpose of the paper is to evaluate the suitability of residential area based on the relationship between demand and supply of land in central urban area. Land value function models are used to show demand and supply of residential use. Using the estimated land value function models, we calculate the evaluation values of residential areas. As a result, we clarify the areas considered to be preferable for residential land use in central urban area of Tokushima city. Mieko Masaka, Kenji Katoh, Akio Kondo and Masashi Okushima : The Health and Environment Facilitation Effect with Health Mobility Management in the Local City, Journal of Japan Society of Civil Engineers, Ser. D3 (Infrastructure Planning and Management), Vol.D3-69, No.5, I_57-I_65, 2013. (Summary) The commuting social experiment for mobility management in the local city is conducted using the promotion of the health consciousness in the present study. As the result, it can be found that the frequency of healthful commuting is different whether the subject has commuted by a bicycle or on foot before the experiment. In consideration of the difference, the effect for the environment and the health are estimated. The estimated results shows that the CO2 discharge decrease between 43-70% and the risk for Hypertension and Type 2 diabetes decrease 10-19% on the social experiment. Therefore, the mobility management considering with the health consciousness in local city is expected to product some effects in both sides of environment and the health. On the other hand, increase in frequency of the commuting by a bicycle or on foot is required. Therefore, the effects of the measures such as change of the work time are analyzed. Akiko Kondo and Akio Kondo : Estimating Effectiveness and Attractiveness Model of Tourist Destination According to Tourism Interaction and Its Form of Behavior, Journal of the Eastern Asia Society for Transportation Studies, Vol.10, 1045-1058, 2013. (Summary) This study examines economic impact of tourism interaction on regions in Japan. We construct models that can grasp amount of inflow of tourism interaction and amount of tourism consumption as a direct economic impact of tourism interaction on regions. A tourism inflow model can express the difference between tourism factors of overnight trip and day trip. Tourism consumption per person in a destination region can be expressed by using attractiveness and geographical condition of the region as a tourism consumption model. From these models, it is quantitatively clarified that, as well as increasing an attractiveness of a region, improving information content and facilities of that region in addition to traffic convenience are important to promote internal tourism. Also, we examined the influence of improvement of information provision on tourism consumption and tourism inflow of a region by way of a simulation. Akio Kondo, Akiko Kondo, Yukikazu Yamaguchi and Takumi Yamanoi : Prior Analysis of Effect of Introduction of Rental Two-Wheeled Vehicles in Tokushima City, Journal of the Eastern Asia Society for Transportation Studies, Vol.10, 363-375, 2013. (Summary) The introduction of rental two-wheeled vehicles, specifically electric bicycles and electric motorcycles, is examined for improving mobility and increasing the level of vitality in the central area in the city of Tokushima. For this purpose, a questionnaire survey was distributed in Tokushima prefecture and then the effects of the introduction were analyzed. When rental two-wheeled vehicles are introduced, the effects on expansion of the movable field of people, the increase in the interaction opportunities with local residents, the increase in the availability of urban facilities, and the number of local residents to these facilities can be clarified. The results provide valuable information for examining the project of introduction of rental two-wheeled vehicles. Qingyue Kong, Akio Kondo, Masashi Okushima, Kojiro WATANABE and Akiko Kondo : Proposal of Policies for Promoting Physical Activity for Access to Living Environment Facilities and their Effects, Journal of the City Planning Institute of Japan, Vol.47, No.3, 781-786, 2012. (Summary) Many studies show that regular moderate physical activity such as walking and cycling is beneficial for health promotion. The aim of this study is to propose policies promoting physical activity and measure their effects. Focusing on the transport behavior access to living environment facilities, two policies are considered. One is supplying well-paved road for walking and cycling, another is providing information about the relationship between physical activity and health. First, we estimate the health awareness of residents by a questionnaire survey carried out in Tokuhsima urban areas and find out that about 30% of residents are considered health is important in their behavior. And then, the quantity of physical activity is calculated. The quantity of physical activity under policies is found to be 1.5~7.2Ex per week more than that without policies. Suguru Tsujioka, Kojiro WATANABE and Akio Kondo : Analysis of Consumer Shopping Behavior using Micro Simulation, --- A Case Study on Tokushima Urban Areas ---, Journal of the City Planning Institute of Japan, Vol.47, No.3, 295-300, 2012. (Summary) The purpose of this study is to analyze shopping behavior in household types, that are distinguished by the place of residence and the family structure. We simulate the shopping behaviour of households using micro simulation. The simulation model has the shopping consciousness parameters, which are estimated using socio-economic data. Genetic algorithm(GA) is used for estimating the parameters. As factors to explain shopping conciousness, the distance and shop space are used. As a result, the model we propose in this study can reduce the reproductive error by a conventional model in which household types are not considered. Moreover, the model suggests that the distance sensitivity is caused by the differences of the family structure, and the shop space sensitivity is caused by the differences of the residence. (Summary) The purpose of this study is to develop the Shouzui ruins Digital Museum (SDM). SDM consists of three modules; the mobile information system, the website of historical information and the subsystem of the website. The mobile information system offers historical information on the site, using the cellular phone based website. The website of historical information offers more detailed information. Subsystem of the website shows the points where a user visited and visitor's comments. Evaluation of the SDM was carried out by cellular phone users. From the results of the evaluation, usefulness of the SDM was shown as a digital museum. Takagi Masaya, Masashi Okushima and Akio Kondo : Analysis of Behavior-Intention Consistency in the Social Experiment with Discount of Bus Toll in the Local City, Journal of the City Planning Institute of Japan, Vol.46, No.3, 775-780, 2011. (Summary) Application of the behavior intention method is proposed to the bus transport demand estimation of a local city. However, a social experiment and the research in the object area are necessary to secure the reliability of the estimation results. In the present study, the behavior-intention consistency in the social experiment with discount of bus toll in local city is analyzed. Therefore, a prior intention for bus use and an actual travel behavior at the social experiment of the same sample is measured by the web questionnaire system. The observed behavior-intention consistency is compared with the reference value. The discriminant model for behavior-intention consistency is constructed and the behavior-intention consistency is calculated. It can be concluded that the behavior-intention consistency of a daily bus user in the transport society experiment is higher than the reference value. (Summary) The purpose of this study is to construct a evaluation model for living environment facility considering the bearable distance of movement. First, we define the bearable distance as that residents do not feel burden when they access to the facilities, and estimate this distance based on data gathered by a questionnaire survey. Second, we construct the evaluation model for living environment facilities using the bearable distance and movement distance to the facilities. Then, a case study of Tokushima urban areas is carried out. As a result, the evalution value tends to be lower according to increase in age in medical, shopping and official facilities. In the central city area, the evaluation value is slightly low in medical facilities. As a reference distance when building a compact city, 80% of the residents do not feel burden to move in 1,000m. (Summary) Recently, we are faced with serious concerns related to a rapidly aging population, declining birthrate and decreasing population in Japan. In addition, the structure of big cities versus rural regions in national land and that of urban areas versus rural areas in rural regions are observed. These structures trigger remarkable disparities among regions. In this situation, how to revitalize the regions is a huge problem. In this study, we focus on interactions between regions as one of the most fundamental and important factors for regional revitalization. The aim of this study is to clarify the interaction mechanisms. In order to achieve this aim, interaction models based on the interaction purpose are constructed, because people make a move based on a different behavioral theory for each purpose of interaction. These models are applied to an analysis of interactions in Japan. An interaction model for sightseeing was based on the utility maximization theory. When the utility function was maximized, time constraints were used as a constrained condition. The estimation result of the model was satisfactory and showed that variables related to travel time between regions have a major effect on interactions. In addition, interactions are affected by variables representing the regional attraction of a destination region and the convenience of traffic between the regions. On the other hand, we assumed behavior related to business interactions was based on the profit maximization theory and a production function was used as a constrained condition. In addition, a business trip generation model and an interaction assignment model for business were constructed. Results of the profit maximization model and the business trip generation model clarified that the volume of production and business trip generation influence each another. In addition, business trip generation is affected by the convenience of traffic between regions. It can be said that the interaction model for business reflects the current situation. These results enable us to clarify interaction mechanisms in more detail. (Summary) Recently, in Japan, local authority management has become difficult in many regions where population decrease, declining birthrate and a growing proportion of elderly people are seen. Geographical inequality has increased remarkably due to the progress of centralization to the Tokyo Metropolis. In order to overcome these problems, the Japanese government is promoting major structural reforms known a "Sanmi ittai no Kaikaku". Therefore, independence from the central government is necessary in finance, and improvements in the efficiency of administrations and finances are required. In this study, socioeconomic data of local authorities including the population and the financial conditions were used as indexes of local authorities in the Shikoku region. The conditions of the local authorities in Shikoku were explained from various viewpoints. Next, the effect of municipal merger, called "the Great Merger of the Heisei Era", was verified by applying both indexes before and after the municipal merger. First, the status quo of the region was clarified by analyzing the data in detail. Local authorities in the Shikoku region were classified based on conditions of management. The administration of local authorities in each area of Shikoku was classified by using these indexes and a model to evaluate these authorities was developed. Change in the municipal merger was verified by applying both indexes before and after the merger to this diagnostic model. As a result, many regions were found where the administration of local authorities was improved by the municipal merger, but there were also regions that became worse. Therefore, mergers are not effective for all regions. Due to the situation that some mergers are successful and some are not, it is necessary that mergers should be well planned in advance. The purpose of this paper is to analyze effect of government subsidy for seismic renovation with landscape conservation in historical built-up area. First, Willingness To Pay (WTP) for seismic renovation with landscape conservation was measured by CVM. Based on these values, the function which to calculate WTP was modeled by the concept of random utility model. From the result of the calculation, it was shown that economic value of historical landscape in south area of Tokushima was 2,475,440,000 yen. Lastly, the suitable subsidy to make promote seismic renovation with landscape conservation was calculated 280,000 yen per one house. (Summary) The purpose of this paper is to develop a Tsunami evacuation simulation model. In this model, which uses the concept of Multi-Agent Systems, each evacuee has an age, an evacuation speed, a number of neighborhood obstacles, a fatigue level and a consciousness of disaster mitigation as attribute data. Evacuation behavior is decided by interaction of these data and environment around the evacuee. This model was applied to Tomoura historical built-up area in Tokushima to evaluate six scenarios of disaster mitigation. (Summary) Recently in Japan, aging and depopulation trends have made it increasingly important to advance the development of centralized urban housing for elderly citizens. The purpose of this study is to analyze the needs of an aging consumer in order to tailor commercial facilities to their needs. Data for elderly citizens and the general population were collected using a consumer consciousness and behavior survey. The resulting data were sorted by age group, mode of transportation and item of purchase, and analyzed by application of an existing satisfactory model. The results reveal a difference in both ideal shopping distance and actual distance traveled between elderly citizens and the general population. Results also vary according to item of purchase and mode of transportation. This study provides foundational information for the future development of commercial facilities around centralized urban areas. With the needs of elderly citizens in mind, this research focused on the creation of a walkable urban environment taking into account the distance people are satisfied traveling to and from urban facilities. Focusing on the distance traveled to these facilities from the perspective of residents, a functional evaluative model for residential areas was successfully created, and key indicators for the evaluation of residential environments identified. This functional evaluative model was then applied to regional areas, and the present state of the overall residential environment was evaluated. (Summary) The purpose of this paper is to develop a land use planning support tool (LU-PST) in developing countries. LU-PST consists of an urban growth model and a land use zoning map support tool. The urban growth model is a Cellular Automata (CA) model, and population density by grid cell is calculated. The purpose of the land use zoning map support tool is to create zoning maps including residential, commercial, industrial and preservation zones. This tool used an AHP method in order to consider criterion for judgment of users. In order to develop the LU-PST, these two models were incorporated into ArcGIS (ESRI). 46.	Akiko Kondo and Akio Kondo : INFLUENCE OF DEVELOPMENT OF TRANSPORTATION FACILITIES ON MIGRATION IN JAPAN, Journal of the Eastern Asia Society for Transportation Studies, Vol.6, 4082-4096, 2005. (Summary) Recently, we have been facing serious concerns related to rapid aging and a very low birthrate in Japan, and it is widely known that the population will start to decrease rapidly after its peak in 2006. Migration is one of the most fundamental and important problems in national land planning. The aim of this study is to clarify the influence of development of transportation facilities and the existence of historical trunk roads on migration. In order to achieve this aim, a migration model between regions presented by the regional difference in utility and degree of relationship between regions was constructed. This model was applied to the analysis of migration in Japan. The estimation result of the model was found to be satisfactory. It was clarified that variables representing the condition of transportation facilities have a major effect on migration and accuracy of the model is improved by these variables. (Summary) The authors turned their attention to the changes of inner responses (drive burden) of the driver when the external burden of follow-up driving was given to him and conceptualized a method of estimating drive fatigue by synthetically evaluating psychological and physiological responses of the driver during follow-up driving. The authors conducted an experiment on six male and female drivers to simultaneously measure their psychological and physiological responses such as the distance from the car ahead, eye and head movement, heartbeat fluctuation, and subjective fatigue and developed a model expression for quantifying drive fatigue synthetically. It was elucidated by the analysis performed by using the model expression that drive fatigue differed between straight sections and corner ones, between aged drivers and non-aged ones, and between male drivers and female ones. 48.	Yuki Fukuhara, Akio Kondo, Kotaro Arimoto and Kojiro WATANABE : Influence of Illegally Parked Bicycles on Safety for Visually Impaired in Walking, 福祉のまちづくり研究, Vol.7, No.1, 20-28, 2005. (Summary) Urban development focusing on mobility for elderly and disabled people has been progressing rapidly since November in 2000 when the law to improve the environment where elderly and disabled people could move smoothly went into effect. As a result such persons visiting central urban areas where main stations are located have increased. However, as there are many illegally parked bicycles on footpaths in front of stations, such areas are not satisfactory with regard to safety and amenity space for all pedestrians. As the bicycles are often left on the tactile tiles, or guiding blocks, in this study, the influence of illegally parked bicycles on the pedestrian footpath is analyzed from the position of the visually impaired. At first, an interview for the visually impaired was carried out in order to explain characteristics of the visually impaired in walking and find the condition in safe walking. Next, an investigation for the condition of illegally parked bicycles was carried out in order to understand the actual condition of illegally parked bicycles in front of JR Tokushima station. Third, a questionnaire for bicycle users was carried out in order to understand the background reasons of illegally parked bicycles. As a result, even though the guiding blocks are built, it is not enough for the visually impaired to walk safely because of the existence of illegally parked bicycles. Finally, the subjects considered in order to improve the present conditions are described. (Summary) The study aims to analyze the demand and the effect for the barrier-free house from the economical viewpoint. Firstly, the questionnaire for inhabitant is executed to investigate the willingness to pay for each level of barrier-free. Using these data, the following analysis is executed. The Cobb-Duglass function is used as the demand function. The willingness to pay is used to analyze the effect of reduction of burden. From the results of the analysis related to the effect of the subsidy, regardless of the subsidy level, the demand of the arrangement of handrail was high, and the average of willingness to pay was nearly 1,100,000 yen. (Summary) The existence of gap between consumers and store managers in evaluation of shopping complexes is considered to deteriorate the management of them. This study aims to analyze two kinds of gaps existing between consumers and store managers in evaluation of shopping complexes. One of them is the gap in evaluation values of factors constructing the attractiveness of stores. Another is the gap in importance of factors in evaluation. (Summary) At COP3 (Kyoto, Japan) commited about the necessity for the reduction of greenhouse gases and Japanese government has requested that concrete action plans be carried-out by local governments in Japan. In this study, we proposed and estimated a comprehensive system of Landuse-Transport-Environment in order to estimate CO₂ emissions of present and future situations using the landuse model and transport network analysis. In this way, several urban policies can be simulated and evaluated in order to achieve levels set at COP3. As one of the case studies, a comprehensive CO₂ estimation system is carried out in the urban area of Tokushima-city, Japan. As a result of the simulation of a "do nothing" policy to reduce CO_{2} emissions. We found that with policies which were combined following such actions as road improvement, TDM and improvement of fuel efficiency are necessary to achieve the target level of CO_{2} emissions proposed at COP3. (Summary) One of the remarkable points to realize the development of high mobility transportation network is that it has a long-term effect and that effect spreads out the whole country via such network. Despite the increasing necessity of quantitative analysis as a tool of project appraisal, most analyses on project appraisal of high mobility network at national level are qualitative. The purpose of this study is to examine quantitatively project appraisal of high mobility network in terms of transportation users based on a set of proposed generalized cost. By using the ratio calculated by travel time and cost and the evaluation method based users' value of time, we examined how transportation networks are developed.

(Summary) It is important to estimate environmental loads by road traffic in composition of urban transportation planning as well as land use planning. Because there is close relationship between traffic and land use in urban area. This study aims to propose an estimation system which can estimate environmental loads by road traffic. The system is based on traffic analysis taking account of urban land use using GIS. In this study, environmental loads by road traffic are "air pollution", "vibration" and "noise". The system is applied to Tokushima urban area, and estimated values are compared to measured data in order to inspect the accuracy of the system. As a result of evaluation for this system, it has adequate level for estimation of the environmental loads by interaction road traffic and urban landuse. Akio Kondo, Yoshinobu Hirose, Kato Hitoshi and Hironori Kishimoto : Effect of Introduction of Transport Policies Reflecting Characteristics of Tokushima City, Papers on City Planning, No.34, 913-918, 1999. (Summary) This study aims to propose transport policies which reflect geographical and social characteristics of Tokushima city, and measure the effects of policies. First, characteristics of Tokushima city are explained, and the road pricing and water bus are proposed as transport policies suitable for this city. Then, the effects of these transport policies are measured by three indices. They are reduction of travel time, decrease in travel cost and amount of CO2 discharged by cars. As a results, introductions of those transport policies produce a large amount of effect on road traffic and urban environment.

Yoshinobu Hirose, Daigo Itoh and Akio Kondo : A Modeling Analysis of the Spatial Spread of Land Price Variation among Prefectures and Simulation of Land Management Policies, Papers on City Planning, No.34, 841-846, 1999. (Summary) In recent years, the sudden change of land price caused many social and economical problems in Japan. This study aims to explain the structure about the spatial spread of land price variation between regions. By applying the multidimensional scaling method to land price data, we found the pattern that the land price variation tended to decrease with the spread. And, we analyzed the factors of spatial variation by some statistical approach and estimated a structural model of land price variation to examine the effect of land management policies. As a result, we could confirm that the land price was diminished by the effect of land policies.

(Summary) The study aims to evaluate the shopping environment based on the time in shopping. First, the satisfaction time to move for shopping is estimated using data gathered by questionaire survey. On the other hand, data of actual time to move for shopping are obtained by the same survey. The evaluation model is derived with a statistical method and estimaed using those data. Finally, the shopping environment in the study area is evaluated and the results are explained from the aspects of shopping items, attributes of cunsumers.

(Summary) In this study, changes in the shopping behavior in recent years are analyzed by using data of money flow in shopping consumption. As a result, everyday items are purchased mainly in cities and towns where the consumers live, and that farther away from being daily necessities and more expensive the items become, the more shopping is done in the established shopping places of major cities and towns. Further, we learned that the influence of the attractiveness of shopping places and of the travel time has both weakened over the years from the results of analysis using a shopping behavioral model. (Summary) 1990年代の中国において，出稼ぎ労働者の送出地としての四川·安徽両省を対象とし，農村地域における労働力移動が農業経営や農家自身にもたらしたインパクトを解明した．その結果，農村労働力移動は，結果的に内陸農村の経済発展に寄与しているものの，出稼ぎ農家-非出稼ぎ農家間，あるいは同地域における先進地区-後進地区間の農家収入の格差を拡大させていることがわかった．

Akio Kondo, Takao Aya and Yoshinobu Hirose : Simulation of Urban Policy Using A Comprehensive System of Landuse-Transport-Environment, Retrospect and Prospect for Regional Development in the 21st Century, Vol.II-B-1, 1-10, 1999. (Summary) This study aims to develop a comprehensive system of Landuse-Transport-Environment which is built up by adding an environmental factor to the Landuse-Transport model that has been studied for several years. This was carried out in order to evaluate urban policies for the purpose of decreasing air, noise and vibration pollution caused by landuse and road traffic. A new urban policy is evaluated as a case study by simlation using this system. Resulting benefits for the urban environment and road traffic are measured in terms of economics, in the Tokushima City urban area in Shikoku, Japan. In order to evaluate the urban policy, reduction of travel time for road traffic, changes with density of NO₂, levels of noise and vibration are calculated in terms of monetary units. As a results of the simulation analysis, where the urban land policy is evaluated comprehensively, a large amount of benefit has been generated.

(Summary) In this study the money flow for shopping consumption from consumers to retailers is simulated by using a consumer shopping behavioral model which has been derived based on the Utility Maximization Theory. The shopping behavioral model can estimate money flow for shopping consumption using attractiveness of a shopping place, travel time from consumers' residence to shopping place and consumers' income. Parameters of the model are estimated based on data of consumer behavior which was recorded in Tokushima Prefecture, Japan. Changes in money flow for shopping consumption from consumers' residence to shopping place, which are obtained by the simulation, as well as factors related to consumers, are presented on a map by application of GIS (Geographic Information Systems).

(Summary) The study aims to analyse the damages that will to the traffic on road networks, to evaluate important links in the network, and to examine the allocation of regional facilities when the strong earthquake has ocurred. In this analysis, GIS is introduced and is used for illustrating the road networks and traffic flow. As a result, strong earthquakes influence traffic on road networks seriously and important links are pointed out which will decrease the damages when the earthquakes occur.

(Summary) わが国の高速交通体系の整備変化について，1960年，1970年，1980年，1990年の4時点で，交通機関の利用者の時間価値に基づいて評価を行った．最初に，これら4時点において，利用者の時間価値を推定したところ，時間の経過とともに大きく上昇していることがわかった．これに基づいて，整備の事後評価を行ったところ，航空の整備において，非常に評価が高いことがわかった．

(Summary) 都道府県別の対前年平均地価変動率を指標とし，多次元尺度構成法(MDS)を用いて，近年の地価の急騰およびその後の下落という地域間の地価変動の空間波及構造を明らかにしたものである．その結果，地価変動が東京都を発端として，首都圏，近畿圏，地方中枢都市を含む県，その他の地方圏へと，順に遅れを伴いながら波及したこと，商業系の地価変動が住居系に若干先行して生じていたことなどが解明された．

(Summary) わが国では，人口分布の不均衡に伴う住宅地不足や地価の高騰といった都市問題や農山村における過疎問題が存在し，これらの問題を解決するために種々の方策が考えられている．そこで，本研究では，社会経済政策や交通施設整備の結果生じる地価の変動，所得の変化あるいは時間距離の短縮が地域間の人口移動に及ぼす影響を分析することが可能な人口移動モデルを作成した．そして，地域間の旅行時間の短縮が人口移動に及ぼす影響を，このモデルを用いたシミュレーションによって明らかにした．

(Summary) 近年，地価の高騰，下落，更には，経済の停滞や衰退など，土地利用を取り巻く環境は大きく変化している．本論文は，既に発表している「市街化過程のマクロモデル」を社会環境の変化にも対応できるように拡張を行うとともに，近年の市街化データに適用したものである．その結果，市街化モデルの拡張により適合度が大幅に向上するとともに，社会環境の変化を考慮した市街化予測が可能となった．また，今後の市街化や地価を抑制する策も明らかになった．

(Summary) わが国の地方都市における道路網の形態評価と環状道路の必要性の検討を目的とした論文である．まず，道路網モデルを作成し，道路網形状と移動の効率性との関係を明らかにするとともに環状道路の有効性を示した．また，道路へのアクセスのしやすさと移動の効率性の評価指標，および道路密度を用いて，わが国と英国の都市の道路網の評価を行い，それぞれの国における道路網の特徴を明らかにした．さらに，日英両国の道路網の比較からわが国における地方都市への環状道路の導入の必要性を示した．

(Summary) 道路，鉄道，および航空からなる全国高速交通体系の1980年以降の整備の変化について，旅行時間と費用に着目して分析を行い，利用者にとってどのようなサービス水準の向上があったかを明らかにするとともに，現状の問題点の指摘を行った．分析においては，交通機関別の整備の経年変化を表す指標，および交通機関間のサービスを比較するための指標を提案した．その結果，交通サービス水準は全国的に向上しているものの，1990年においても地域間格差は依然として存在していることがわかった．

98.	Akio Kondo and Yoshitaka Aoyama : 明石海峡大橋開通が旅客の交通機関選択に及ぼす影響に関する意識分析, 運輸と経済, Vol.53, No.4, 65-72, 1993. (Summary) 明石海峡大橋が四国と阪神間の交通に及ぼす影響を利用交通機関の変化に着目し，徳島と大阪の2つの地域を中心に実施した，現在と将来の交通機関の利用に関する意識調査に基づいて分析したものである．その結果，明石海峡大橋開通前後で利用交通機関が大きく変化することが予想されること，特に将来の高速バスの利用可能性が高いことや自動車利用に増加の可能性があることがわかった．これらの利用率は料金や所要時間に大きく左右されることが明らかになり，料金や所要時間と利用率の関係に関しても計量的な考察を行っている．

(Summary) 地域間の人口の社会移動は効用格差によって生ずるという仮定のもとに，地価，所得等の要因によって地域の効用を定義し，地域間人口移動モデルを作成した．ここで提案したモデルは社会経済政策や交通施設整備の結果生じる地価の変動，所得の変化あるいは時間距離の短縮が地域間の人口移動に及ぼす影響を分析することを主な目的としたものである．このモデルを全国を8ブロックに分けた圏域間の人口移動データに適用し，所得，住宅地地価，交流圏人口が人口移動に大きな影響を及ぼしていることを実証的に明らかにした．

(Summary) 高齢者の自動車利用に関するアンケート調査に基づいて，現在の高齢者の自動車利用に関する意識や行動特性を明らかにするとともに，将来の普通自動車運転免許保有者数や運転者数を推計したものである．この結果，高齢者の自動車利用意識は高いこと，運転免許保有率は今後も上昇を続けることが明らかとなり，高齢化社会に対応した交通施設整備やソフトな対策の必要性が浮き彫りになった．

(Summary) 道路整備が商圏に及ぼす影響を明らかにすることを目的をし，「買物行動モデルと商圏の理論的研究」で理論的に導いた買物行動モデルのパラメータを推定し，それを用いて買物に要する交通条件(移動時間)が道路整備により変化した場合の商圏への影響を計量的に分析したものである．分析の過程では，商業施設の魅力度の推定方法を説明し，具体的に対象とした商業施設の魅力度を算出している．

(Summary) 消費者の買物における効用関数を商業施設の魅力度と買物回数の関数と考え，買物行動モデルとして経験的によく使われているグラビティモデルを効用最大化仮説から理論的に導いた．これにより，従来から用いられている買物行動モデルに，理論的な解釈を与えることができた．また，このモデルから商業施設の買物客数の予測，マーケットシェアの算出ができることを示し，さらに商圏の設定方法を提案した．

(Summary) 都市施設の利用行動を利用者の効用最大化仮説に基づいて定式化し，理論的に行動モデルを導いた．このモデルにより，都市施設の利用回数，施設利用に要する一般化費用(交通費用と所要時間)，施設の利用価値の関係が解明されるとともに施設の立地特性に対する利用者の利用回数を表す関数を推定することができた．さらに，児童公園と都市総合公園を対象としてケース·スタディを行い，モデルの妥当性を検討している．
109.	喜明定井 and Akio Kondo : 市民農園の需要に関する住民意識の分析, 都市計画学術研究発表会論文集, No.21, 385-390, 1986. (Summary) 都市住民のレクレーションや子供の教育の場の提供，あるいは都市周辺の市街化区域内の遊休農地の有効利用を目的として市民農園が着目されている．そこで，市民農園の需要に対する住民の意識をアンケート調査し，需要量，需要構造を分析したものである．その結果，市民農園の需要が認められ，その実行可能性，実施条件などが明らかとなった．
110.	Yoshitaka Aoyama and Akio Kondo : 都市公共施設の最適誘致距離の設定方法, 都市計画学術研究発表会論文集, No.21, 295-300, 1986. (Summary) 都市公共施設の最適な誘致距離を，施設に到達するまでの距離抵抗と住民の満足度の関係，および施設の利用から得られる便益と施設の建設および維持管理費用に基づく費用便益分析により，それぞれ設定する方法を提案したものである．そして，ある距離以内に施設があれば住民は満足であると定義した満足距離の分布関数を住民の意識調査データから推定し，前者の方法による誘致距離を21施設に対して算出している．
111.	Yoshitaka Aoyama and Akio Kondo : 地域格差を考慮した都市の生活環境施設の評価方法に関する基礎的研究, 都市計画学術研究発表会論文集, No.20, 193-198, 1985. (Summary) 都市の生活環境施設を整備する場合には，効率的に投資が行われると共に都市全体で公平に整備水準を上昇させるのが望ましい方法である．しかし，これらはトレード·オフの関係にあるため，同時に2つの目標を達成することは困難である．本論文は，この問題に対しこれら2つの要素を線形結合した総合的な整備指標を提案し，望ましい整備方法を数理計画手法を用いて評価したものである．

(Summary) 土地が市街化されていく過程を需要と供給の均衡からマクロなレベルで記述したモデルを開発した．モデルは土地の需要者と供給者の行動を効用最大化仮説に基づいて定式化したものであり，それらを均衡させることによって均衡市街化量と均衡地価を予測することができる．特に，土地の供給者の行動を明示的に定式化したことが本モデルの特徴であり，従来のモデルに見られなかったものである．

(Summary) 都市の生活環境施設を整備する際の目標水準の設定方法を提案し，事例分析を行ったものである．都市の特徴を考慮し，住民ニーズを反映し，かつ法令等による基準を考慮に入れた設定方法を提案し，徳島市でケース·スタディを行っている．全国636都市の中から選定した徳島市の類似都市の整備水準を参考とし，また施設の整備水準と住民の満足度の関係を計量的に表現したモデルを導入し住民ニーズを反映した整備水準を設定している．

(Summary) 徳島市周辺部の道路交通渋滞状況とその原因を明らかにした上で，その対策として考えられるロードプライシングについて解説している．その後，施策の導入による効果を，移動の時間短縮，燃料費の節減，二酸化炭素排出量の削減の視点から計測し，その有効性を確認している．事業所等において，施策の導入に抵抗があるため，実現のための意識づくりを推進することを課題としてあげている．
8.	Yoshitaka Aoyama and Akio Kondo : 都市の道路網の形態評価方法と英国の都市への適用, 日本道路会議論文集, Vol.19, 1272-1273, 1991. (Summary) 道路網の形態評価指標として，居住地から幹線道路へのアクセスのしやすさの評価指標(アクセス評価値)および道路上の移動の効率性の評価指標(移動効率評価値)を提案し，放射，放射環状，環状，および格子の4種類の形状に分類された英国の30都市の道路網の評価を行った．道路形状と2つの評価値の関係から，道路密度の高い都市は2つの評価値とも高いこと，環状道路をもつ都市は道路密度に係わらず高い評価値となることがわかった．

(Summary) 二輪自動車事故の特性を把握し，事故に影響を及ぼす要因を導出するとともに事故対策を提案することを目的として徳島県下の主要国道で生じた交通事故の統計データをAID法，数量化理論などにより分析したものである．この結果，運転者側および道路条件からみた事故の影響要因が明らかにでき，それにより運転者に対するソフトな対策と道路条件からみたハードな対策を示すことができた．

(Summary) The purpose of this study is to develop an urban growth model considering tsunami disaster risk in Japanese provincial cities. To obtain some parameters of the model, we carried out a web-based questionnaire survey about migration of inhabitants in tsunami inundation area. Next, we calculated the weight of the satisfaction level for residential area by AHP analysis. Using this weight, the potential of residential area was calculated. Our urban growth model is a kind of cellular automata model. The potential of residential area was used to estimate urbanization area. Three cases urbanization from 2009 to 2012 were estimated. As the case 1, the potential of all factors was used. As the case 2, we used the potential without disaster risk factors. In case 3, the area division system was abolished. From the results of this simulation, we clarified some future important factors related to land use control. (Summary) After the Great East Japan Earthquake (GEJE) in 2011, Japanese provincial coastal cities have been holding discussions related to Tsunami disaster mitigation plans. Residential location trend is fundamental information necessary to make such plans. The purpose of this paper is to show characteristics of residential location choice behavior in the Tokushima urban area with sparse urbanization and high Tsunami risk. Building certification data was used to show residential location from 2010 to 2012. We analyzed residential location trend from this data and Tsunami inundation potential data. Comparing residential location trend before and after GEJE, diffuse urbanization in Tsunami inundation area is continuing, but demand for new houses has been decreasing in coastal areas after GEJE. (Summary) The purpose of this study is to develop the Shouzui ruins Digital Museum (SDM) using cellular phone and website. SDM consists of three modules; the web-based historical information system on computer (P-HIS) and the cellular phone based historical information system (C-HIS). P-HIS has a sub system with functions which encourage the exchange of information about the Shouzui ruins (SS-HIS). C-HIS is a system in which users can get some information using QR codes. P-HIS offers more detailed information, providing maps, pictures of artifacts, restored images, information about the lord who lived in Shouzui, and so on. SS-HIS is a personal space in P-HIS. It includes a visualizing function to show the points where a user visited, a Q&A function for users answered by the curator of Shouzui ruins and a quiz about the ruins. Evaluation of the SDM was carried out by cellular phone users. From the results of the evaluation, usefulness of the SDM was shown as a historical information system for the excavation site of the ruins. (Summary) It is important to predict the effect of some alternative plan in order to make a suitable land use plan. In this paper, we developed a land use planning support system using the household distribution prediction model. The concept of multi-agent systems was used in the model. The agent of this model is a household, and prediction unit is a cell with an area of 1km by 1km. The agent decides decision of migration depending on its own conditions and migration potential at current address. Next, the agent starts to select the next address by land potential which is calculated by several factors, which include convenience, safety, land use regulations, tax and neighborhood household condition. If land potential of the next address is higher than the current address, the agent will migrate to the selected address. The reproductively of household distribution from 1990 to 2000 in Tokushima urban area was used as a calibration of the model, and the error rate was 0.33. This model was incorporated in GIS to develop a land use planning support system. Functions of the system were decided from the results of questionnaire survey answered by urban planners to reflect actual planning condition. Finally, we predicted household distribution in 2000 to 2010 using this system and assumed 3 land use regulation scenarios. From the results of this simulation, it was shown that many households are appearing near the urban center and roadside zone in the case without land use regulation. (Summary) CO2 emission has increased in Japan in recent years. The transportation sector is one of the sectors which contributes to increased emission of CO2. Amount of CO2 emission by automobile traffic occupies a very large percentage of emission in this sector, and we have to make policies in order to reduce the amount of emission. In this study, Tokushima urban area is selected as a study area. After understanding characteristics of road traffic in this area by simulation analysis, road transport policies are proposed in consideration of characteristics that contribute to prevention of global warming. Reduction of CO2 emission and economic value of this policy are calculated quantitatively. As a result, it is proved that implementation of the policy which is packaged and reflected the characteristic of traffic is effective in reduction of CO2 emission. (Summary) Interaction between regions is commonly focused on regional policies from the viewpoint of local revitalization. An interaction whose main purpose is sightseeing is analyzed in this study. An interaction index is proposed which can evaluate influence on the region of destination quantitatively in consideration of economic consumption. Economic consumption varies along with the sojourn time at the region of destination. An interaction model is formulated by constructing a consumer behavior model which is based on the Utility Maximization Theory. In order to develop a method to measure the degree of influence due to interaction, parameters of this model are estimated. As a result, it is clarified that interaction is influenced by travel cost, attraction of destination region and relationship between regions. In addition, degree of influence on prefectures in Japan by interaction is calculated and revitalization is discussed. (Summary) In Japan, the form of interaction between regions has changed drastically with significant progress in motorization in addition to decrease in population. In this situation, in order to realize sustainable development and stimulate regions, the strong partnership between regions and high interactive potential within regions is necessary. The aim of this study is to clarify the influence of traffic condition by development of transportation facilities on interaction between regions. To achieve this aim, not only changes in travel time by trunk road network, railway network and airline network, but also actual number of passengers using each transportation facility are analyzed in chronological order in Japan. In addition, the relationship between change in travel time and number of passengers is analyzed quantitatively. As a result, it is proved that development of transportation facilities has significant influence on interaction between regions. Moreover, the degree of their influence is explained quantitatively.

(Summary) Global warming caused by greenhouse gases is a serious global problem. Automobile traffic is one of the major emission factors of CO2. In this situation, the promotion of utilization of expressway bus plays a major role to control automobile use in an extensive transportation system. The aims of this study are to propose a few measures for promotion of utilization for expressway bus as well as reduction in utilization rate of automobile, and also to show their effects on reduction of emission of greenhouse gases by cars. The road traffic between Tokushima urban area and the Hanshin area (consisting of Osaka, and Kobe) in Japan is analyzed in this study first. Between these areas, the expressway bus functions as a major transportation mode. As a result of the analysis, it is clarified that improvement of expressway bus services has an effect on reduction of CO2 emission.

(Summary) Recently in Japan, we have been facing serious concerns related to low birthrate and longevity, and it is widely known that the population will start to decrease suddenly after its peak in 2006. Migration is one of the most fundamental and important problems in national land planning. The aim of this study is to construct a migration model taking psychological factors into consideration to clarify the details of migration in Japan. To achieve this aim, a migration model in which degree of relationship between regions and change in perception of inhabitants is incorporated is constructed and migration is analyzed using the model. A satisfactory result could be obtained from estimation of the model. A mechanism of migration is described using the regional difference in utility, degree of relationship between regions and change in perception of nation's life. Kojiro WATANABE and Akio Kondo : A STUDY ON THE DEVELOPMENT CONTROL METHOD USING THE ATOMOSPHERIC POLLUTION GAS ABSORPTION ON GREEN AREA, The 5th International Symposium on City Planning and Environmental Management in Asian Countries, 1-9, Tahara, Jan. 2006. (Summary) The purpose of this paper is to develop the urban development control method using the atmospheric purification function on green area. Atmospheric pollution gas which treated on this paper are CO2, NO2 and SO2. First, the urban growth model is developed to estimate future urbanized area. The concept of the Cellular Automata model is used in our model. Next, the atmospheric pollution gas absorption is estimated by the Miyake and Totsuka model. Using both model, the simulation of four cases is executed. Case 1 is the case of no development regulation. The case of which development is prohibited in forest area is case 2-1 and 2-2. As for the case 3, new development is controlled in all area of the Aizumi city. From these results, although the case 3 was useful to increase the pollution gas absorption, the case 2-1 and 2-2 were not effective in the study area. (Summary) Research regarding optimal distance is a common topic in the field of facility location. For situations where nearness to a facility is important, most of the traditional models seek facility locations that minimize overall transportation costs. Although nearness may be convenient for some facilities, others have a negative effect on the environment. The most appropriate place for an undesirable facility is as far away as possible from all sensitive areas. This minimizes social costs such as environmental harm. However, there are also some facilities that are necessary for the community but have an obnoxious impact on the residents. A model for such kinds of facilities needs to consider farness and convenience, two contradictory aspects. Here we focus on one of the semi-undesirable facilities, that of garbage containers. We consider the optimal distance between a residential location and the waste disposal facilities with respect to residential awareness. Contrary to the common location models based on physical parameters such as distance or time, we propose a method that considers residential psychology and can be used for allocation planning of semi-undesirable facilities by analysing citizen's awareness. To achieve this purpose, we used the city of Tokushima, Japan as a case study, and undertook a survey by means of a questionnaire. From the questionnaire, we grasped people's acceptable distance which is farther than the minimum of their endurance distance and shorter than the maximum of their desirable distance, for the semi-undesirable facilities of garbage containers. Based on the data, we could estimate parameters for the model of a citizen's acceptance rate. As the acceptable distance is regarded as a variable, the relationship between the distance from the residential location to the waste facility and the citizen's acceptance rate is a problem of probability and statistics. The stochastic method is used for the modelling approach.

(Summary) It is well known that the population in Japan will start to decrease suddenly after its peak in 2006. In the present day, many rural regions have difficulties to keep their communities because of rapid aging as well as decrease in population. In order to cope with this problem, countermeasures are discussed to reduce the decrease in population and keep such regions lively. In this study, we aim to derive a migration model based on the utility theory in which the degree of relationship between regions is considered in order to contribute to creating such countermeasures. We also aim to construct a highly accurate migration model, because the model is used for simulation analysis. The migration model was built on the basis of regional difference in utility. The function measuring degree of relationship between regions is incorporated into the model in this study. The model is applied to Tokushima Prefecture which is one of the typical rural regions in Japan and has serious problems related to decrease in population. Variables representing not only geographical, historical and natural relationship between regions but also the amount of average income, land price, and the level of quality of the environment are introduced into the model. The model was estimated using regression analysis, and satisfactory results were obtained. Introduction of the degree of relationship between regions into the model affected improving accuracy of the model considerably. In extensive analysis using the model, a dummy variable explaining the psychological factor in migration was introduced, and it was proved that this variable contributes to improve the model in theory and practice. As a result, an operational migration model suitable for simulation analysis was successfully developed. If DD is given a value, a probabilistic distribution can be formulated as each consumer has a different value for such a distance. DD may differ depending on the type of shopping items. When the actual location of stores is observed, some may not be located within the DD. However, consumers sometimes have to go shopping at such stores even if they are located far from their homes. In such a case, it can be said that consumers are not satisfied with the shopping opportunities. We define a 'distance of attraction (DA)' as the distance as the distance where almost all of the consumers are satisfied. If DA estimated for different kinds of shopping items, the actual distribution of stores can be evaluated. This measure also provides useful information for determining the location of future stores. (Summary) This study aims to develop a theoretical model of consumer shopping behavior, and to apply it to explain the choice of shopping centre and money flow. This approach is based on utility maximisation theory, with its fundamental underlying hypothesis that individuals always seek to maximise their utility while shopping. Utility is assumed to consist of the number of trips and the amount of money spent by the individual at the shopping centre, coupled with its attractiveness. The utility function is maximised under a budget constraint. As a result, a gravity-type model is developed as a behavioral shopping model. Consequently, the empirical law of retail gravitation can be explained theoretically by the model. The equation derived from the model are able to estimate the trade areas of shopping centres, and examine changes in trade areas caused by the development of transport facilities. This model is applied to explain the choice of shopping centre and money flow from consumers to shopping centres.

(Summary) 都市計画において実施される市街化区域の設定効果の計量方法を提案し，実証的分析を行ったものである．土地が市街化されていく過程を需要と供給の均衡からマクロなレベルで記述した市街化モデルを応用し，効果を貨幣単位で計量した．さらに，発生する効果を土地需要者がうける効果と土地供給者が受ける効果に分類するとともに，都市全体の効果も計量している．

(Summary) In this study, we have developed a 3D-city model for Urban Planning and Design Support of the Minami-cho Hiwasa district in Tokushima Prefecture. Firstly, we investigated about building condition, actual landscape and the disaster information. We developed 3D-city model based on these data arranged by the City Engine. Our model has two functions which are the 3D viewing of Hiwasa and the landscape evaluation. The model was evaluated by the staff of Minami town office to show the validity. Kojiro WATANABE and Akio Kondo : Classification of Residential Location Trend in Tokushima Urban Area, Collected Papers for Presentation In the 50th Annual Meeting of the Japan Section of the RSAI, Oct. 2013. (Summary) Japanese provincial city has diffusive urbanization in suburban area. These area are covered with residential area mainly. The relation of the urbanization and disaster risk is important information for land use planning. The purpose of this paper is to show the characteristics of each district from the viewpoint of residential location trend and disaster risk. Target area is Tokushima urban area which has two urban planning areas around of Tokushima city. Tokushima urban area has diffusive urbanization in suburban area, and coastal zone of the area has Tsunami risk. Building certification data and Tsunami flood potential data are used in the study. The former data shows residential location. We executed the classification of each area according to residential location in 2010, 2011 and 2012 and Tsunami flood potential. We showed the difference of residential location trend before and after the Great East Japan Earthquake from the results. (Summary) Recently, we have been facing serious concerns related to rapidly aging population and a declining birthrate, and decreasing population in Japan. In addition, it is observed that the structure of big cities versus rural regions in national land and that of urban areas versus rural areas in rural regions. These structures trigger remarkable disparities among regions. In this situation, how to revitalize the regions is a huge problem. In this study, we focus attention on an interaction between regions which is one of the most fundamental and important factor in regional revitalization. The aim of this study is to clarify the interaction mechanism. In order to achieve this aim, interaction models by interaction purpose are constructed. These models are applied to the analysis of interaction in Japan. An interaction model of sightseeing is based on the utility maximization theory. When the utility function is maximized, cost constraint and time constraint are used as constrained conditions, and results obtained are compared. On the other hand, an interaction model of business is based on profit maximization theory and a production function is used as a constrained condition. These results enable us to clarify the interaction mechanism, more details.

Yoshihiko Mannami, Akio Kondo, Akiko Kondo, Ryosuke Amano and Shintaro Katayama : Diagnosis of Local Authority Management and Effect of Municipal Merger in Shikoku, 日本地域学会第44回(2007年)年次大会学術発表論文集, D1-1, Oct. 2007. (Summary) Recently, in Japan, the local authority management has fallen into difficulty in many regions where the population decrease, declining birthrate and a growing proportion of elderly people are seen. The geographical inequity increases remarkably by the progress of centralization to the Tokyo metropolis. Therefore, the independence of the central government is necessary in finance, and the efficiency improvement of administration and finance are required. In this study, the fundamental data of local authorities including the population scale and the financial condition are used as indexes in Shikoku region. The status quo of the region is understood by analyzing the data in detail, and local authorities in Shikoku region are classified due to the condition of management. Then, the model which can judge the management of the local authority is constructed. The effect of the municipal merger that is called "the Great Merger of the Heisei Era" is verified by applying both indexes before and after the municipal merger to this diagnosis model. Finally, regional policies in the future are considered by using the results.

(Summary) The purpose of this paper is to analyze an atmospheric pollution gas absorption on vegetation area by land use change. Land use categories are forest, farmland, vacant, water surface and built-up area. After arrangement of required data, regression analysis was executed to estimate land use change. 1200 meters grid cell was used as spatial unit of the analysis. Using estimated future land use, we calculated atmospheric pollution gas absorption in 2007. From the results of calculation, decrease of the atmospheric pollution gas absorption was estimated in Naruto, Tokushima and Ishii area. (Summary) The purpose of this study is to develop Tsunami evacuation simulation model by multi-agent systems. We show the concept and the process of the model in this paper. In this model, an agent is the evacuee, and an environment is the urban area. Evacuee has an age, an evacuation speed, a congestion condition, a consciousness of disaster prevention and a fatigue as attribute data. In the simulation, evacuee goes through the nearest crossing point from his house firstly, and then, he goes to goal as he is choosing the crossing point in the order near the goal. (Summary) The aim of this study is to develop a quantitative evaluation method for a burden inflicted by a traffic of pedestrian on pavement when the visually impaired walk on pavement. In order to achieve this aim, a quantitative evaluation model of difficultly in walk is proposed. And then, walking experiment by the visually handicapped person's virtual experience and a questionnaire survey about walking are executed. The evaluation model was constructed based on survey results, and it was applied to Tokushima City. As a result, the walking difficultly of route was calculated. (Summary) 全国における地価変動について，時系列的に連続したパネルデータを用いることによって，時系列的，空間的な変動の動向を捉えるとともに，地価変動要因の相互依存関係を明らかにした．方法論としては連立方程式体系によって構成される地価波及要因分析モデルを用いており，近年の土地市場における資金流動の解明や土地税制が地価変動に与える効果分析も行っている．

11.	Yoshitaka Aoyama and Akio Kondo : 徳島市の生活環境施設の在り方に関する研究, 徳島市の生活環境施設の在り方に関する研究報告書, 1-157, Tokushima, Jun. 1985. (Summary) 市民の日常生活に深く係わる生活環境施設の整備に関して，市民のニーズを反映しているか，整備の進め方が合理的であるかなど，その在り方を徳島市において検討したものである．内容は，現在の整備状況の調査，類似都市との比較，市民の意識からみた整備目標水準，地域的な格差の検討からなっており，パソコンによる計画支援システムの説明も行っている．
12.	喜明定井, Akio Kondo, 武渡辺, 量久高志, 山本雅俊, 敏文吉田 and 克久竹葉 : 「住みよさ」評価の「物指し」の開発に関する研究, 昭和59年度文部省「環境科学」研究報告集「環境の理念と保全手法」, 72-96, Tokyo, Mar. 1985. (Summary) 物的環境からみた「住みよさ」を構成する要素の階層的構造，構成要素のウェイト，ならびに最下位構成要素に対する満足度と道路，公園，上下水道といった都市施設整備状態との関係式を明らかにし，これらを結びつけることによって「住みよさ」を計量的に評価できるモデルを提案している．3年間にわたる科学研究費による研究成果をまとめたものである．
13.	喜明定井, Akio Kondo and 隆久安部 : 住民の水環境意識に関する研究, 昭和56年度文部省特定研究報告書「中小都市における環境モニタリング計測システムに関する研究」, 16-35, Tokushima, Mar. 1982. (Summary) 徳島市の中心街を貫流する新町川を対象とし，その周辺500メートル以内の地区に住む住民に新町川の水質に関するアンケート調査を行った．その結果に基づき，水環境意識の個人属性的特性，現水質への満足度特性，現水質への評価点特性，水質に対する評価額特性，生活快適性への水質貢献度特性等の分析を行い，住民の水環境意識について考察したものである．
14.	Yoshitaka Aoyama, Hirofumi Abe, 光三天野, Akio Kondo, 常一戸田 and 治藤井 : 人口変動の分析, 大阪市の人口と土地利用-10年の変遷-, 22-48, Osaka, Mar. 1982. (Summary) 大阪市の都市成長の変動期となった昭和40年から50年にかけての人口および土地利用の変化を500メートルメッシュレベルで解析するとともに，その変化要因についての考察を加えたものであり，大阪市の今後の都市政策を検討する上での基礎的情報を提供することを目的としたものである．担当した内容は，年齢階層別人口の変動とその変動要因との関連分析である．
