(Summary) The reconfigure of expressway toll system is discussed from the view of economic effect to the local area recently. It is the purpose of the present study that the impact to the traffic demand and the traffic flow in the local city are estimated quantitatively for the proper evaluation of the toll policy. Therefore, the integrated user equilibrium assignment model is proposed for impact analysis of toll policy on expressway to local city. The demand function between the objective area and the outside area estimated considering with base site. The demand functions are integrated to the user equilibrium assignment model with variable demand. Finally, the traffic demand for the typical toll policies can be estimated and the impact to the traffic flow in the objective area can be analyzed with the proposed model. Also in the transportation section, clean energy vehicles such as EV or PHV should be promoted as well as the modal shift, since CEV can be moved with the low load to the global environment. However, it is pointed out that the social interaction affects the promotion of CEV. Therefore, the multi agent simulation system for promotion planning of CEV is developed with local interaction process as social conformity in the present study. Intention of holding CEV is described with the database of the questionnaire survey about purchasing Eco-vehicles. On the other hand, the social network of the artificial society is described as the small world network model. According to some scenario, the promotion processes of CEV in the artificial society are observed with the proposed MAS system. Finally, it can be concluded that the proposed multi agent simulation with local interaction is useful for promotion planning of CEV. 25.	Takanori Fukuda and Masashi Okushima : TRAFFIC SIMULATION FOR EVACUATION PLANNING AT THE OUTBREAK OF TSUNAMI IN LOCAL CITY, Journal of Japan Society of Civil Engineers, Ser. (Summary) It is reported that many residents in the local coastal plain area used a private vehicle to evacuate from the tsunami at the earthquake disaster on the east of Japan. Therefore it caused serious traffic congestion and the number of victims by tsunami had increased. In this study, the traffic demand of vehicle for evacuation is estimated at every 5 minute for the day in the target area with the database of the person trip survey. On the other hand, the traffic demand of commercial vehicle for evacuation is estimated with the database of the road traffic census survey. As the result of these estimations, the maximum of the evacuation demand by vehicle can be found in the target area. Moreover, the traffic congestion on the road network of the target area is estimated with the traffic simulator with the maximum evacuation demand by vehicle. The limited number of vehicles for evacuation according to the residential block can be calculated based on the traffic capacity of bottleneck of network. Finally, it can be concluded that the traffic demand by vehicles for evacuation should be restricted appropriately. Therefore, it is significant to estimate the effects of transport policy for temporal dispersion of traffic at peak hour in local area. The present paper is aimed at identification of factor for decision-making of departure time on commuting by car in local area. In the present study, commuting time of car user in local area is analized with the database of the person trip survey in the Tokushima city area. The distribution of commuting time for commuter with the fixed starting time for work and commuter of the flextime system is analized. In particular, the commuting time decision model of car user in the local area is described with survival time analysis. As the result, it is not easy to acquire sufficient compatibility in the model with specific probability distribution. On the other hand, it is suggested that the semi-nonparametric model is suitable for description of commuting time of car user in local area. (Summary) The commuting social experiment for mobility management in the local city is conducted using the promotion of the health consciousness in the present study. As the result, it can be found that the frequency of healthful commuting is different whether the subject has commuted by a bicycle or on foot before the experiment. In consideration of the difference, the effect for the environment and the health are estimated. The estimated results shows that the CO2 discharge decrease between 43-70% and the risk for Hypertension and Type 2 diabetes decrease 10-19% on the social experiment. Therefore, the mobility management considering with the health consciousness in local city is expected to product some effects in both sides of environment and the health. On the other hand, increase in frequency of the commuting by a bicycle or on foot is required. Therefore, the effects of the measures such as change of the work time are analyzed. (Summary) This study explores empirically how the gross vehicle weight (GVW) of a following vehicle and the size of leading vehicle will affect the driver behavior in controlling their speed under different compositions of leader-follower pairs in a car-following situation. A large sample of traffic and vehicular data for various vehicle types were obtained continuously using a weigh-in-motion (WIM) based transport data collection system installed at Federal Route 54 in Malaysia. Then, statistical analysis was applied to explore the driver behavior in controlling the speed in a car-following situation from two different perspectives: driver's visual input and vehicle dynamics capability. The main finding of this study is that when we incorporate the vehicle dynamic's capability in a car-following situation, the GVW of the following vehicle and the size of the leading vehicle were significant sources of variation in the following vehicle's speed and relative speed, and their interaction influences the driver behavior in controlling the speed. (Summary) Many studies show that regular moderate physical activity such as walking and cycling is beneficial for health promotion. The aim of this study is to propose policies promoting physical activity and measure their effects. Focusing on the transport behavior access to living environment facilities, two policies are considered. One is supplying well-paved road for walking and cycling, another is providing information about the relationship between physical activity and health. First, we estimate the health awareness of residents by a questionnaire survey carried out in Tokuhsima urban areas and find out that about 30% of residents are considered health is important in their behavior. And then, the quantity of physical activity is calculated. The quantity of physical activity under policies is found to be 1.5~7.2Ex per week more than that without policies. (Summary) Application of the behavior intention method is proposed to the bus transport demand estimation of a local city. However, a social experiment and the research in the object area are necessary to secure the reliability of the estimation results. In the present study, the behavior-intention consistency in the social experiment with discount of bus toll in local city is analyzed. Therefore, a prior intention for bus use and an actual travel behavior at the social experiment of the same sample is measured by the web questionnaire system. The observed behavior-intention consistency is compared with the reference value. The discriminant model for behavior-intention consistency is constructed and the behavior-intention consistency is calculated. It can be concluded that the behavior-intention consistency of a daily bus user in the transport society experiment is higher than the reference value. (Summary) The purpose of this study is to construct a evaluation model for living environment facility considering the bearable distance of movement. First, we define the bearable distance as that residents do not feel burden when they access to the facilities, and estimate this distance based on data gathered by a questionnaire survey. Second, we construct the evaluation model for living environment facilities using the bearable distance and movement distance to the facilities. Then, a case study of Tokushima urban areas is carried out. As a result, the evalution value tends to be lower according to increase in age in medical, shopping and official facilities. In the central city area, the evaluation value is slightly low in medical facilities. As a reference distance when building a compact city, 80% of the residents do not feel burden to move in 1,000m. On the other hand, it has summarized as significant results of researches that the essential traffic control for urban expressway can be discussed based on the fuzzy control formulations. The flexible and robust traffic controller can be created with the formulation of fuzzy logic. The optimization of parameters for efficient traffic controller can be performed by genetic algorithm as well. The fuzzy traffic controller is evaluated through the estimation of practical condition with a traffic accident by the traffic simulation for urban expressway in the study. The rules for the fuzzy control can be updated with the knowledge about traffic control for accident, as the structure of fuzzy control is flexible. The fuzzy controller for traffic accident condition is applied and evaluated with the traffic simulation. (Summary) It should be an issue that the central area in local city declines commercially because of the extension of city area. Therefore, the urban development policy is proposed to activate the central area of the city. The urban development policy is not often discussed on the basis of numerical value of evaluation in the real world. The ordinary aggregate model cannot describe propalg the complex interaction between urban activities. The complex system modeling approach is introduced in the study. The artificial society model is created with citizen agents and commercial retailers. In particular, the decision of citizen agents for shopping and leisure activity place and travel mode can be formulated by fuzzy reasoning. On the other hand, the commercial attraction degree can be influenced by the commercial sales and number of visitors. The decrease of activities in the central area without urban development policy can be observed in the artificial society. On the contrary, the developments for several different activities in the central area can be found with introduction of fundamental urban development policies. Furthermore, it is realized that the comprehensive urban development policy with combination of policies should be superior to the single policy introduction. (Summary) The travel behaviour approach is developed to analyze the urban traffic flow in terms of individual travel behaviour for urban transport planning. In the study, destination choice modelling is particularly discussed for the description of individual travel behaviours. The development of proper destination choice model for multi-stage traffic analysis is rather important in terms of spatial trip structure for travel behaviour analysis. The structure of destination choice model with fuzzy classifier systems is discussed and the empirical results are shown. The fundamental formulation of fuzzy classifier system is mentioned and the parameters of membership functions are determined with empirical data. The fitness for destination of travel behaviours is discussed to compare the proposed destination choice model to the existing model. As a result, it is confirmed that the accuracy of estimation for the destination of trip makers can be improved with introduction of the model based on learning process in fuzzy classifier system. Furthermore, it is known as well that the travel behaviour model installing the proposed destination choice process provides the improved estimation of realistic travel patterns. According to the previous results of analysis, it can be concluded that the destination choice model proposed here should have several advantages in travel behaviour analysis to construct the travel behaviour model with high accuracy. (Summary) In recent years, there have been requirments for a transport environment that will foster the development of safe, comfortable townships. The study of urban activities amid an aging society and effective use of public transport modes in addressing environmental problems have become particularly important issues. This study analyzes travel behaviour patterns of varying age groups using urban railways in order to examine the relationship between urban public transport use and urban activities. Specifically, it analyzes the composition of urban activity and travel behaviour patterns among urban railway users in the Keihanshin (Kyoto-Osaka-Kobe) metropolitan area. This paper looks at urban activities within aging societies and identifies the differences in travel behaviour of railway users by separating them into young, middle aged and senior citizen age groups. Analysis makes particular use of the Railway Station Database, which is a compilation of existing studies into attributes of railway stations and their surroundings, and results of person trip surveys. Rail use behaviour characteristics have been sorted by age group because mobility via urban railway systems is varied by age group. As a result, differences in railway usage patterns (travel objectives, distance and time, and number of transfers, etc.) have been identified and so too have differences in urban activity patterns related to free activities (shopping, recreation). Furthermore, the study developed a travel behaviour pattern estimation model which is capable of categorizing specific transport behaviour patterns and estimating rail users and transport behaviour patterns from the relationship with areas surrounding railway stations to ensure future mobility by public transport for older age groups. The results make it possible to put forward proposals for urban rail services that will facilitate urban activities for the different age groups. Eventually, it will be possible to understand the effect of rail transport as public transport mobility on urban activities of different age groups. (Summary) The essential database is accumulated several times in the person trip survey for transport planning. In the study, the PT survey result is applied effectively for considering the damage reduction of disaster with estimation of sufferers in earthquake. The geographical data is combined to the PT database to specify the activity locations. The algorithm to capture the microscopic trip patterns is developed supported by basic function of GIS. The spatial distribution of sufferers in earthquake as a disaster can be estimated empirically. As a result, the suffering condition connecting to the urban activities in earthquake is summarized statistically. Furthermore, important problems are pointed out and future analytical requirements are summarized in terms of the damage reduction in as disaster reflecting to the urban activity with the motorization.

(Summary) The main objective of this study is to provide a basis to evaluate bus priority policies especially bus lane and public transport priority at signal by developing microscopic traffic simulation model. Fuzzy reasoning has been considered in lane change and route choice behaviour. The lane change model with fuzzy reasoning seems to be estimating the lane changing behaviour more realistically. The results show the superiority of priority bus lane option over the exclusive bus lane option. In case of priority at signal options, curtailing red phase and extending green phase has been drawing more benefits compared to other options considered.

(Summary) The advanced inflow traffic controller would be proposed corresponding to the recent progress of traffic control technologies as well as soft-computing. The flexible and robust traffic controller can be created with the formulation of fuzzy logic. Furthermore, the optimization of parameters for efficient traffic controller can be performed by genetic algorithm (GA) as well. The fuzzy traffic controller is evaluated through the estimation of traffic condition by the traffic simulation for urban expressway. Therefore, it can be summarized from the above results that the recent progress in information technology and soft-computing produce the superior traffic controller for urban expressway with the formulation of fuzzy control.

(Summary) The road pricing is regarded as a transport policy to realize the efficient use of urban network. The network analysis with variable demand has been often applied to describe the network level of congestion pricing on the urban network. In the study, the cordon pricing system is analyzed to implement in the urban area with practical approach. It is assumed that the congestion tolls are collected in crossing the cordon lines on the network. Therefore, the scale of cordon zones and the values of congestion tolls would be determined simultaneously to produce the maximum social net benefit. The combinatorial optimization with unit price is formulated. The genetic algorithm (GA) is applied as a practical method to provide the solutions for the combinatorial optimization problem. As the pattern of cordon pricing is determined, the performance of system is estimated to confirm the applicability. (Summary) パーソントリップ調査データは，交通計画の基本データであり，トリップメーカーの1日の交通行動が記載されている．一方で，空間情報システムは各種の空間情報を格納することが可能である．本研究では，全般的に交通計画の基本資料である都市圏PT調査の有効利用方法を検討する．具体的には，�GISで創出可能な空間情報を交通データと統合し，都市圏の交通現象を時空間的に把握する．これにより，都市交通現象を時間的変化，空間的分布の任意側面から検討できる．�精緻な交通行動分析には，道路交通センサス，都市交通調査などの特定目的別交通調査の統合的利用が望まれる．しかしながらGISの空間情報補足と分析機能の援用により交通現象の理解が容易となる．

Madhu Errampalli, Masashi Okushima and Takamasa Akiyama : Microscopic Simulation Model Considering Public Transport Policy, Journal of the Eastern Asia Society for Transportation Studies, Vol.6, No.-, 2718-2733, 2005. (Summary) The main purpose of this study is to provide a basis for evaluating the public transport policies such as public transport priority systems (PTPS) by developing microscopic traffic simulation model. In this study, two types of public transport policies have been considered for evaluation. They are: bus lanes and PTPS at traffic signal. Fuzzy logic reasoning has been incorporated in route choice analysis while choosing the route based on the level of satisfaction of the available routes. To demonstrate the validity and applicability of the developed microscopic simulation model, a part of the Gifu city network (60 nodes and 204 links) has been considered and estimated traffic condition without and with policy options. It can be concluded from the output of the present study that developed microscopic traffic simulation model predicts vehicle movements with fair amount of accuracy and can be used to evaluate various public transport policies particularly PTPS. (Summary) 鉄道事業と商業活動が一体化する近年の動向を踏まえて，都市交通現象面から鉄道駅周辺の商業系施設に関係する交通行動の経年的変化を分析する．具体的には，交通行動面から鉄道主要駅の利用者に関して年齢・性別・就業状況などの個人属性ごとの集計を行う．つぎに各時点間の主要鉄道駅周辺における各私鉄事業者の商業開発との交通行動変化の関係を考察する．これらより，鉄道駅ビジネスの鉄道利用者に与える交通行動変化を実証的に検討できる．また統計的な分析結果を踏まえて，交通行動データより典型的な交通行動者の「トリップ連鎖」を観察する．これより現実的に発生する経年的な交通行動変化の詳細な理解が可能となる．
84.	Takamasa Akiyama, Seil Mun and Masashi Okushima : Second-Best Congestion Pricing in Urban Space: Cordon Pricing and Its Alternatives, The Review of Network Economics, Vol.3, No.4, 401-414, 2004. (Summary) This paper examines the effects of alternative congestion pricing systems, cordon pricing and congestion pricing for existing toll roads, using network equilibrium model developed for Osaka metropolitan area, Japan. Cordon pricing is more effective to reduce total efficiency loss from traffic congestion. On the other hand, pricing for existing toll roads keeps the loss in consumers surplus at small level to attain the same level of efficiency gain as the cordon pricing. Difference in efficiencies between cordon pricing and pricing for toll roads could be reduced by refinements in the designs of pricing system for toll roads, such as increasing the number of zones, differentiating the toll schedules by O-D pairs, etc. These extensions require developments of computing methods to obtain the optimal combination of tolls with a large number of dimensions, which is the important task for the future research.

(Summary) 混雑料金政策は，都市内における交通需要政策の有効な手段として用いられている．本研究では混雑料金導入時の交通行動変化を分析する．具体的には，交通行動変化推計モデルと交通行動記述モデルを用いる．交通行動変化推計モデルでは，混雑料金導入時の課金対象トリップにおける交通行動変化を推計する．ここではファジィ推論を用いて，人間の交通行動へのあいまい性を考慮している．次にその後に行われる1日の交通行動を推計するため，交通行動記述モデルを用いる．これらの検討から，混雑料金導入時の1日の交通行動パターンが推計され，混雑料金政策の個人行動への影響が分析できる．

(Summary) The information provision should be an important technique of traffic management to produce the efficient traffic flow on the network. In particulg it is quite difficult to assume that drivers may have perfect information on the network in case of emergency. The practical information provision method is proposed for efficient traffic management in emergency conditions in the study. It can be formulated with the four kinds of indexes to restore the traffic flow on the network. The effectiveness of the proposed system is almost equivalent to the theoretical result of optimized allocation of information. (Summary) 高速道路の料金制度は，距離比例料金制と均一料金制に分類される．都市高速道路では均一料金制度が用いられてきた．しかしながら，料金自動徴収(ETC)の導入にともない，多様な料金設定も適用可能となってきた．本研究では距離比例料金制導入時の利用交通特性と交通均衡状況について分析をおこなう．このとき，阪神高速道路を対象として，需要変動を考慮した交通均衡分析を実行する．また，距離比例料金導入に対応する交通均衡の技術な計算過程を記述する．これにより都市高速道路の距離比例料金導入による経済便益の基本的な評価が可能となる．

(Summary) The diversion system on urban expressway has been proposed as a measure to dissolve the traffic congestion in city centre. The system can be determined as a method of traffic management with the promotion for detour from congested sections. Firstly, the fundamental concept of diversion system is described. Impact of the diversion system implementation can be evaluated with the stochastic traffic assignment. Secondly, the optimal implementation of diversion system would be discussed with empirical studies. The diversion system on Hanshin Expressway is assumed as a real size network. The genetic algorithm is applied to search the optimal solution of allocation for the diversion system. It would be concluded that the optimal implementation of the diversion system can provide the efficient traffic as a practical traffic management method. (Summary) Many uncertain factors should be considered to produce the efficient traffic control in the practical situations. The inflow control method with fuzzy logic has been proposed to maintain the smooth traffic on the urban expressway. On the other hand, the advanced inflow control with the scheme of ramp metering has been discussed as well because the rapid progress of ITS technology can be seen on the real network. The fuzzy inflow controller would be formulated as a practical ramp metering method with referring to the former related researches. The advantages of fuzzy inflow controller would be summarized with the empirical studies.

(Summary) 実際的な混雑料金政策の運用では，料金徴収方法や混雑料金水準の設定方法が問題であり，特にリンク単位の課金は現実的には困難である．本研究では，具体的方法として「ゾーン別混雑料金」を検討し，都市交通の道路交通緩和効果と社会的便益による混雑料金政策分析を行う．具体的には混雑料金と交通量配分法の理論的関係を整理する．また需要変動型の交通量配分によるゾーン別混雑料金問題に対してGAを用いた解法を紹介する．さらに，モデルの拡張として交通機関分担を明示的に算定可能な統合型交通量配分を導入する．同様にGAを用いて，公共交通変化を考慮したゾーン別混雑料金が検討可能となる．これより，都市道路網の実用的な混雑料金政策の導入方法が議論できる．

(Summary) The purpose of the study is to develop the disaster risk evaluation method for land use planning. Tar-get area is Tokushima Urban Area (TUA), Japan. We evaluated the disaster risk to integrate three hazards, these are Tsunami, flooding and land slide. The recovery period from three disasters was used as the index of risk. We used only the open data to calculate the disaster risk. We executed two cases of risk evaluation, considering and not considering climate change. The evaluation values of disaster risk is calculated by the number of population, the ratio of wooden houses, the probability of disaster, the ratio of disaster area, and the time period of reconstruction. From the results of the evaluation, we shown the central area of Tokushima city has high disaster risk area. The area is designated as an urbanization promotion area. (Summary) Many complex aspects can be observed in urban transport planning. The study aims at showing the application of the artificial society approach to the problem of urban transport planning. The specific distribution can be observed as an emergence through the interaction of agents. The agents are defined to move in the society according to the action rules depending on the acquired information and knowledge of experience. The decision of each agent for day to day travel is formulated in the agent model corresponding to the urban transport planning. Each agent should have different preference to the alternatives of trips. On the other hand, traffic flow on urban network should be estimated summarizing the individual behaviours of commuter in the integrated model. Therefore, the simulator of artificial society consists of two interactive procedures of travel behaviour estimation and agent daily decision. Furthermore, the daily transport condition can be monitored by the illustration of GIS software. It is helpful to discuss the effective transport planning in artificial society. Masashi Okushima and Takamasa Akiyama : Fuzzy Microscopic Traffic Flow Simulation for Impact Estimation of On-street Parking, Proceedings of the SCIS & ISIS 2008, Vol.4, No.FR-F1-4, 1-6, Nagoya, Sep. 2008. (Summary) The roadside parking of vehicles severely affects traffic flow conditions by increasing congestion, travel times etc. on urban roads. It reduces road capacity and need to be carefully examined to propose appropriate solution. Many microscopic traffic simulation models have not analyzed driver behaviour around roadside parking areas deeply. In the present study, a separate parking area movement model has been proposed for microscopic traffic simulation considering partial lane change behaviour which has been identified to describe driver behaviour especially at roadside parking areas. A suitable technique namely fuzzy logic has also been proposed to represent realistic driver behaviour around roadside parking areas considering uncertainties and perceptions because of human element and other complexities in modelling. The comparison between estimated and observed data on Gifu city network indicated that fuzzy reasoning approach has produced realistic driver behaviour than standard model. The proposed fuzzy logic based parking movement model in microscopic traffic simulation is applied. The relevant transport policy namely on-street parking restriction has been evaluated. (Summary) 地球規模での気候変動は，世界各地でかつてない規模，頻度の災害発生を引き起こす要因ともなっている．一方，我が国では人口減少社会に入っており，小集落の消滅も進んでいる．本研究では，複数の災害が想定される徳島都市圏を対象に，気候変動に伴う災害の激甚化を踏まえた災害リスクとその対策を評価することで，今後の地域づくり戦略の方向性を示す．災害リスクは，災害，曝露，脆弱性の組み合わせにより評価する．災害は，津波，洪水，土砂災害とし，その被災エリアは自治体が発表している予測値を用いる．曝露対象は世帯とし，その脆弱性は世帯年齢，建築構造，再建年数で表す．評価の空間単位は500mメッシュとする．災害への対策として，インフラ防御策を想定し，その効果を災害リスク評価値で示す．この結果を基に，土地利用の面から今後の地域づくり戦略の方向性を示す． (Keyword) Disaster Risk Evaluation / Tsunami disaster / Flood disaster / Landslide disaster / Resettlement

(Summary) 本研究は，複数の災害が想定される徳島都市圏を対象に，現場でも利用できる簡便な手法，入手しやすいデータにより，災害リスクを統合化する手法を開発する．想定する災害は，津波，洪水，土砂災害であり，災害リスクを被災後の生活再建期間と考える．災害別の住宅の損傷度を想定し，アンケート調査結果を基に，高齢世代，生産年齢世代に分けて，生活再建年数を設定した．4次メッシュ単位で各災害の生活再建年数を求め，それらを合計することで，総合災害リスク評価値を計算した．その結果，津波，洪水の危険性が高く，かつ人口が集中している鳴門市，松茂町，徳島市，小松島市の各中心部で高い評価値となり，重点的な対策が必要なことが分かった． (Keyword) Disaster Risk Evaluation / Tsunami disaster / Flood disaster / Landslide disaster / Resettlement
