1.	Kojiro WATANABE and Kazuyuki Ishida : Land Use Planning as a Green Infrastructure in a Rural Japanese Depopulated Town, Springer, Jan. 2022. (Summary) The purpose of this study is to show land use considering green infrastructure (GI) in a Japanese depopulated rural district. First, we classified six zones of the target area, depending on inundation risk, living environment, and area of each land use, by cluster analysis. As a result, we showed three characteristics of land use. These are the central built-up area with high disaster risk and high land price, the east side area with low disaster risk, and the paddy field area with high disaster risk. Next, we estimated the probability of vacant houses by logistic regression analysis. Based on the results and the six classified zones, we showed the area with high probability of vacant houses and high disaster risk. This area was observed at the central built-up area. Considering future depopulation, such a housing area in the central built-up area needs to shrink. 4.	Kojiro WATANABE and Kazuyuki Ishida : Farmland Changes in Tokushima Prefecture and Their Impact on Disaster Risk, Studies in Disaster Recovery and Revitalization, Vol.12, 1-17, 2021. (Summary) The purpose of the paper is to evaluate the disaster risk caused by the changes in farmland as a key part of the green infrastructure and its impact on disaster risk in Tokushima prefecture. We evaluated the risk using two factors: one is evacuation level based on volume of surface runoff (calculated according to land characteristics), and the other is the number of elderly households. From the analysis, high disaster risk areas were observed in the suburban periphery of the city of Tokushima and the small and widely dispersed farmland in the mountains. The high disaster area overlapped with the flood-prone area in the middle and lower sections of the Yoshinogawa river watershed. Therefore, maintenance of the farmland in these areas is important to mitigation of flooding that can increase disaster risk. Suguru Tsujioka, Kojiro WATANABE and Akihiro Tsukamoto : Tourism Analysis Using User-Generated Content, --- A Case Study of Foreign Tourists Visiting Japan on TripAdvisor ---, Tourism and Sustainable Development Review Journal, Vol.1, No.1, 57-64, 2020. (Summary) In recent years, online travel service platforms such as TripAdvisor have been actively used by tourists. These services include user-generated content, which is vast and difficult to interpret manually. Several previous studies used user-generated content (e.g., social networking services and TripAdvisor) for tourism analysis. Most of these studies did not perform a systematic text analysis. In this study, we propose a method of analyzing this content to understand the characteristics of sightseeing attractions. Specifically, we analyzed the reviews of foreign tourists who visited Japanese sightseeing attractions. The review data were collected from TripAdvisor. First, a correspondence analysis was conducted to understand the similarities between sightseeing attractions. Next, a co-occurrence network analysis was conducted to derive the theme clusters for understanding the characteristics of sightseeing attractions based on the words in the review. Finally, individual analyses were conducted based on the description of the derived themes at each sightseeing attraction. The results of the analyses demonstrate that the proposed method is effective for comprehending the characteristics of each sightseeing attraction. The proposed method is useful when using user-generated content for tourism analysis. (Summary) The purpose of this paper is to show the residential location trend considering Tsunami risk in Tokushima Urban Area (TUA). Building certification data was used to show residential location from 2010 to 2013. We analyzed residential location trend from this data and Tsunami inundation potential data. Comparing residential location trend before and after Great East Japan Earthquake (GEJE), demand for new houses in west part of TUA without Tsunami risk is increasing, but urbanization has been continuing in Tsunami inundation area after GEJE. Finally, we classified the target area using residential location trend and Tsunami risk, and showed the area which needs to be controlled or promote urbanization. Qingyue Kong, Akio Kondo, Masashi Okushima, Kojiro WATANABE and Akiko Kondo : Proposal of Policies for Promoting Physical Activity for Access to Living Environment Facilities and their Effects, Journal of the City Planning Institute of Japan, Vol.47, No.3, 781-786, 2012. (Summary) Many studies show that regular moderate physical activity such as walking and cycling is beneficial for health promotion. The aim of this study is to propose policies promoting physical activity and measure their effects. Focusing on the transport behavior access to living environment facilities, two policies are considered. One is supplying well-paved road for walking and cycling, another is providing information about the relationship between physical activity and health. First, we estimate the health awareness of residents by a questionnaire survey carried out in Tokuhsima urban areas and find out that about 30% of residents are considered health is important in their behavior. And then, the quantity of physical activity is calculated. The quantity of physical activity under policies is found to be 1.5~7.2Ex per week more than that without policies. Suguru Tsujioka, Kojiro WATANABE and Akio Kondo : Analysis of Consumer Shopping Behavior using Micro Simulation, --- A Case Study on Tokushima Urban Areas ---, Journal of the City Planning Institute of Japan, Vol.47, No.3, 295-300, 2012. (Summary) The purpose of this study is to analyze shopping behavior in household types, that are distinguished by the place of residence and the family structure. We simulate the shopping behaviour of households using micro simulation. The simulation model has the shopping consciousness parameters, which are estimated using socio-economic data. Genetic algorithm(GA) is used for estimating the parameters. As factors to explain shopping conciousness, the distance and shop space are used. As a result, the model we propose in this study can reduce the reproductive error by a conventional model in which household types are not considered. Moreover, the model suggests that the distance sensitivity is caused by the differences of the family structure, and the shop space sensitivity is caused by the differences of the residence. (Summary) The purpose of this study is to develop the Shouzui ruins Digital Museum (SDM). SDM consists of three modules; the mobile information system, the website of historical information and the subsystem of the website. The mobile information system offers historical information on the site, using the cellular phone based website. The website of historical information offers more detailed information. Subsystem of the website shows the points where a user visited and visitor's comments. Evaluation of the SDM was carried out by cellular phone users. From the results of the evaluation, usefulness of the SDM was shown as a digital museum. (Summary) The purpose of this study is to clarify changes in location of large-scale retail stores in Tokushima prefecture and the shopping behavior of consumers. First, change in location of large-scale retail stores in suburban areas is observed. Second, after the change of shopping behavior is analyzed, the relationship between changes in shopping behavior and the large-scale retail stores is explained. Third, importance of factors which influence shopping behavior is clarified using the shopping behavioral model. As a result, it was found that the mechanism of shopping demand to the large-scale retail stores in suburbs increased in recent years. Kojiro WATANABE and Akio Kondo : A Study on Government Subsidy for Seismic Renovation with Landscape Conservation in Historical Built-up Area, Journal of City Planning Institute of Japan, Vol.44, No.1, 50-55, 2009. (Summary) It is important to manage the landscape conservation and the improvement of the disaster mitigation performance in historical built-up area simultaneously. The purpose of this paper is to analyze effect of government subsidy for seismic renovation with landscape conservation in historical built-up area. First, Willingness To Pay (WTP) for seismic renovation with landscape conservation was measured by CVM. Based on these values, the function which to calculate WTP was modeled by the concept of random utility model. From the result of the calculation, it was shown that economic value of historical landscape in south area of Tokushima was 2,475,440,000 yen. Lastly, the suitable subsidy to make promote seismic renovation with landscape conservation was calculated 280,000 yen per one house. (Summary) The purpose of this paper is to develop a Tsunami evacuation simulation model. In this model, which uses the concept of Multi-Agent Systems, each evacuee has an age, an evacuation speed, a number of neighborhood obstacles, a fatigue level and a consciousness of disaster mitigation as attribute data. Evacuation behavior is decided by interaction of these data and environment around the evacuee. This model was applied to Tomoura historical built-up area in Tokushima to evaluate six scenarios of disaster mitigation. From the results of these simulations, it was found that giving the Tsunami alert to all inhabitants quickly was the most important factor. 22.	YUHUA DING, Akio Kondo and Kojiro WATANABE : ANALYSIS OF CONSUMER'S SHOPPING CONSCIOUSNESS AND BEHAVIOR IN LOCAL URBAN AREA, Journal of Architecture and Planning, Vol.74, No.636, 417-422, 2009. (Summary) Recently in Japan, aging and depopulation trends have made it increasingly important to advance the development of centralized urban housing for elderly citizens. The purpose of this study is to analyze the needs of an aging consumer in order to tailor commercial facilities to their needs. Data for elderly citizens and the general population were collected using a consumer consciousness and behavior survey. The resulting data were sorted by age group, mode of transportation and item of purchase, and analyzed by application of an existing satisfactory model. The results reveal a difference in both ideal shopping distance and actual distance traveled between elderly citizens and the general population. Results also vary according to item of purchase and mode of transportation. This study provides foundational information for the future development of commercial facilities around centralized urban areas. (Summary) In this paper, we developed a land use planning support system using the household distribution prediction model. The concept of multi-agent systems was used in the model. The agent of this model is a household. The agent decides decision of migration depending on its own conditions and migration potential at current address. Next, the agent starts to select the next address by land potential. If land potential of the next address is higher than the current address, the agent will migrate to the selected address. This model was incorporated in GIS to develop a land use planning support system. (Summary) In recent years, Japan's population has continually decreased and grown older. It is widely believed that centralized urban housing will play a vital role in the future design of cities. With the needs of elderly citizens in mind, this research focused on the creation of a walkable urban environment taking into account the distance people are satisfied traveling to and from urban facilities. Focusing on the distance traveled to these facilities from the perspective of residents, a functional evaluative model for residential areas was successfully created, and key indicators for the evaluation of residential environments identified. This functional evaluative model was then applied to regional areas, and the present state of the overall residential environment was evaluated. This research finds that residential districts located closer to downtown areas rate more highly than those placed farther away. (Summary) This paper proposes a Cellular Automata (CA) model to evaluate the urbanization patterns arising from the regulation of urban growth on paddy lands in the Colombo Metropolitan Region (CMR). Most of the historic map data available for the CMR before 1990 are temporally sporadic and spatially incomplete. As an alternative to maps, classified remote sensing data are used to analyze the urbanization process. Logistic regression is applied to derive factors of urbanization and the various relationships among them. The relation between 'urban' and 'non urban' serves as an explanatory variable. The factors explaining that relationship are calculated by exploratory logistic regression analyses. The probability calculated from the statistical model is used for CA transition with a random number. Several growth patterns are simulated based on a range of transition thresholds to test the CA model. Status quo growth and several growth control scenarios are simulated for the period from 1987 to 2002 based on an optimum threshold. The simulation result of the status quo growth is evaluated with several evaluation methods. The level of agreement between the estimated result from the status quo model and the actual data is 62%, while the multi scale goodness of fit method produces highly accurate values for the given range of resolutions. (Summary) Japan has many built-up areas with a high proportion of old wooden structures. These areas will be badly damaged by collapsed buildings and the spread of fire in the event of a seismic disaster. The government is therefore focusing on the improvement of these areas. For the promotion of such improvement, there is a need to build consensus for disaster prevention countermeasures through community-based planning by both the residents concerned and the administration. In the present study, we developed a model as a planning support tool that can visually simulate the spread of fire. This model incorporates firefighting activities and can realistically show the detailed fire spreading process that traditional models cannot represent in built-up areas, using cellular automata. The model was applied to a historical built-up area in Japan. Based on the simulation results obtained by application of the model and the actual fire records of Japanese built-up areas, the calibration and reproducibility of the model were examined and reviewed. From the outcome of this process, we are confident that the use of simulation results is of value when examining the effects of improvements in the local environment during the collaborative planning process. (Summary) The purpose of this paper is to develop a land use planning support tool (LU-PST) in developing countries. LU-PST consists of an urban growth model and a land use zoning map support tool. The urban growth model is a Cellular Automata (CA) model, and population density by grid cell is calculated. The purpose of the land use zoning map support tool is to create zoning maps including residential, commercial, industrial and preservation zones. This tool used an AHP method in order to consider criterion for judgment of users. In order to develop the LU-PST, these two models were incorporated into ArcGIS (ESRI). It is possible for this tool to execute two tasks. One is for the land use zoning considered with urban growth trend. And the other is for the urban growth calculation based on a land use plan. (Summary) Urban development focusing on mobility for elderly and disabled people has been progressing rapidly since November in 2000 when the law to improve the environment where elderly and disabled people could move smoothly went into effect. As a result such persons visiting central urban areas where main stations are located have increased. However, as there are many illegally parked bicycles on footpaths in front of stations, such areas are not satisfactory with regard to safety and amenity space for all pedestrians. As the bicycles are often left on the tactile tiles, or guiding blocks, in this study, the influence of illegally parked bicycles on the pedestrian footpath is analyzed from the position of the visually impaired. At first, an interview for the visually impaired was carried out in order to explain characteristics of the visually impaired in walking and find the condition in safe walking. Next, an investigation for the condition of illegally parked bicycles was carried out in order to understand the actual condition of illegally parked bicycles in front of JR Tokushima station. Third, a questionnaire for bicycle users was carried out in order to understand the background reasons of illegally parked bicycles. As a result, even though the guiding blocks are built, it is not enough for the visually impaired to walk safely because of the existence of illegally parked bicycles. Finally, the subjects considered in order to improve the present conditions are described. Kojiro WATANABE, Akira Ohgai and Makoto IGARASHI : Development of an Environment Considered Planning Support System to Urban Development for Developing Countries, Proceedings of the 23th Symposium on Computer Technology of Information, Systems and Applications, 7-12, 2000. (Summary) Asian developing countries have been achieving rapidly economic growth due to large foreign investments. However in urban areas, environmental issues are occurring by rapid urbanization. Thus, appropriate urban development plans need to be made and implemented. However, in spite of the recognition of the necessity, developing countries are short of such planning experience, expertise as well as planners. Therefore, recently planning support systems using GISs, expert systems, and satellite data are attracting a great deal of attention in their countries. From the background, we have developed an expert system for supporting environmental zoning (EEZM) to grasp environmental preservation areas and a cellular automata urban growth model (CA model) to predict future urban expansions. The purpose of this paper is to develop a planning support system for environment-considered urban development in developing countries, based on EEZM and CA model we have developed. The system consists of a database, EEZM, CA model and an evaluation tool for development suitability, which are linked with a GIS. The system is developed by customizing ArcView and Spatial Analyst, using AVENUE. The modules of EEZM and CA model are written by Visual Basic and Visual C++. Generally, developing countries are short of geographical information. Then we arranged the data by using city maps, basic statistical materials and satellite data. The data are managed on ArcView. EEZM and CA model use grid cell data. EEZM produces an environmental zoning map, and shows development guidelines for each zone. The zoning map is based on 250 meters grid cell. CA model predicts a future urban growth based on different development scenarios, using 125 meters grid cell data like roads, stations, elevations, soils, and urban areas. The system allows users to evaluate development suitability by overlaying future urbanized area estimated by CA model with some types of environmental zone by EEZM. (1) Deforestation area: this area is detected by overlaying future urbanized area with natural environmental preservation zone. Although the area should be preserved, it has the potential of future urbanization. Thus, the information may be useful to control land development. (2) Eligible development area: this is based on the combination of future urbanized area with area except preservation zone and pollution and disaster control zone. The area has little natural environment to be conserved and little possibility of occurrence of pollution and disaster. Therefore, there may be no environmental problems even if the area is developed. (3) Pollution and disaster area: this is based on the combination of future urbanized area with pollution and disaster control zone. The area has the potential of future urbanization, in spite of the high possibility of the occurrence of pollution and disaster. Users can zone the subject area into several environmental zoning districts, predict future urbanization based on different development scenarios, and investigate the appropriateness of different kinds of future development using these three overlaid areas. First, we tried to analyze the behavior of Batty and Xie's CA model, and understood its characteristics. Next, we modeled urban growth process based on their concept, and then developed a CA model. Our model is applied to Toyohashi-Toyokawa area and Mokpo city in Korea. The estimated urban area is compared with the actual urban area by Cramer's coefficient of contingency, Yule's coefficient of association and fractal dimension. (Summary) The purpose of the study is to evaluate rain inundation risk considering damage cost. The target area is Tokushima Urban Area (TUA) in Japan. First, we calculate the volume of remaining surface water due to rainfall, and then we calculated the damage cost of paddy fields, farmland and building areas. From the results, damage cost of urbanization promotion area increased more than that of suburban area. Similarly, rainfall inundation risk of building area increased. Loss of agricultural fields is main reason of the results. In the future, it is important to keep agricultural fields in urbanized promotion area and to control suburbanization. 6.	Suguru Tsujioka, Kojiro WATANABE and Akihiro Tsukamoto : Photo Classification Using Machine Learning to Understand the Interests of Tourists, Information Systems for Intelligent Systems. Smart Innovation, Systems and Technologies, Vol.324, 559-565, Mar. 2023. (Summary) In this study, we attempt to cluster photos posted on Tripadvisor. Many tourists post photos on travel service platforms, such as Tripadvisor, and these photos represent the interests of the tourists. However, these photos are not often analyzed due to the time and effort involved. With the proposed method, features are extracted, and dimensionality is reduced using a machine learning method. The photos are then automatically classified using an unsupervised learning method. The clustering results showed that similar photos were classified into the same cluster. The proposed method can reduce the cost of interpreting tourists' interests. 7.	Kojiro WATANABE and Yasunori Muto : Classification of Land Characteristics Considering Disaster Mitigation in Japanese Depopulated District, The 5th IAG'i Symposium, Online, Aug. 2021. (Summary) The purpose of the study is to show the land use policy by the results of land characteristics considering disaster mitigation. Target area is a Zenzo river basin in Tokushima prefecture, Japan. The target area was classified into 6 zones by the cluster analysis of ward's method, according to the evaluation values of disaster risk and living environment, the area of land use and elevation. We used the housing damage level according to river and surface water flooding depth, as a disaster risk level. We used estimated land price by regression analysis, as a living environment level. The results of classification showed these characteristics area. (1) The area with low flooding risk and high land price. In preparation for future building activity, the arrangement of evacuation environment and building reinforcement are required. (2) The overlapped area with high risks and paddy fields. Because paddy field have an important role of flooding mitigation, this area needs to maintain current land use. (3) Very few risk, and the mixed area with diffusive built-up area and farmland. Because the area is a slightly elevated area, flooding risk is very low. Therefore, it is important to keep the farmland to protect the around built-up area. Lastly, we estimated future potential of vacant house distribution, and then overlapped with classification results. High potential area of vacant houses were estimated in the area with low flooding risk and high land price. (Summary) The purpose of the study is to develop the disaster risk evaluation method for land use planning. Tar-get area is Tokushima Urban Area (TUA), Japan. We evaluated the disaster risk to integrate three hazards, these are Tsunami, flooding and land slide. The recovery period from three disasters was used as the index of risk. We used only the open data to calculate the disaster risk. We executed two cases of risk evaluation, considering and not considering climate change. The evaluation values of disaster risk is calculated by the number of population, the ratio of wooden houses, the probability of disaster, the ratio of disaster area, and the time period of reconstruction. From the results of the evaluation, we shown the central area of Tokushima city has high disaster risk area. The area is designated as an urbanization promotion area. Kojiro WATANABE and Suguru Tsujioka : A Study on the Relationship with Regional Image and Place Characteristics in the Central Built-up Area, Proceedings of the 12th International Symposium on City Planning and Environmental Management in Asian Countries, 171-176, Seoul, Nov. 2019. (Summary) The purpose of the study is to show the relationship with regional image and place characteristics in the downtown area. We used the twitter data from to July in 2016 to March in 2018 analyze regional image, and we used the Space syntax theory to analyze place characteristics. Target area is the downtown area in Tokushima city. The morphological analysis and the co-occurrence network analysis were used to show the regional image from tweet. Distribution of frequency of tweet were shown by GIS. Next, we calculated the integration values by road network. From these results, we showed the regional image and place characteristics. Major regional image is the fun images about eating with a famous foods, meeting, dancing and other activities. These image was observed at the trunk road and busy cross points mainly. These area has high integration values of SS also. From these results, we showed the future strategy about urban design in the area. (Summary) In the study, we evaluated the living environment with flood disaster risk to show the future land use policy utilize the green infrastructure (GI). Target area is the Osato district in Tokushima prefecture, Japan. We evaluated the living environment using the proximity of living facilities and the results of flood depth estimation. From the results of the evaluation, at the central area of the town, the living environment was high, but at the same area, there are many vary of the flood depth. In the future, high living environment area with high flood depth needs to be control new development. And farmland near the central area has important role to mitigate flood risk as a GI, so new development in the area needs to be controlled. 12.	Kojiro WATANABE : A Study on Farmland Change with Flood Disaster Mitigation, 16th International Conference on Computers in Urban Planning and Urban Management, Wuhan, Jul. 2019. (Summary) The purpose of the study is to analyze the changed of farmland as a viewpoint of disaster mitigation. Target area is Tokushima Urban Area (TUA), Japan. I analyzed the factors of farmland changes by the Maxent model. It was found from the maxent analysis results that the effect of land use zoning is larger than the facility location. Next, I evaluated the flood disaster risk about farmland changes. Because farmland change has estimated at suburban area, the risk about fluvial flooding increased.

Kojiro WATANABE and Suguru Tsujioka : Regional Image Analysis in Tokushima Central Urban Area by Tweet Data, Proceedings of the 11th International Symposium on City Planning and Environmental Management in Asian Countries, 261-264, Nanjing, Jan. 2018. (Summary) Regional image is fundamental information about urban design. But it is difficult to get the image of many inhabitants and sightseers. In this study, we analyzed the characteristics of regional image in Tokushima City's central urban area by tweet data on the Twitter application. First, we collected tweet data with geo-tag from July to October of 2016. This data includes coordinate data, date of tweet, user's name and comments within 140 characters. We analyzed the regional image with three steps. Step 1 is the morphological analysis to show the frequently appearing words contained in tweet data. Step 2 is the co-occurrence network analysis to show the connection between frequency of the same words appearing. Step 3 is the viewpoint and view object analysis from photos with tweet data. From these results, we classified five groups treated to Tokushima's regional image. And we showed the site and place which visitors were interested in the area. Saaty's AHP analysis is used to obtain the weight of each factors about residential location potential. Using these weight, we developed the residential location model considering the household choice behavior. (Summary) The purpose of this study is to develop an urban growth model considering tsunami disaster risk in Japanese provincial cities. To obtain some parameters of the model, we carried out a web-based questionnaire survey about migration of inhabitants in tsunami inundation area. Next, we calculated the weight of the satisfaction level for residential area by AHP analysis. Using this weight, the potential of residential area was calculated. Our urban growth model is a kind of cellular automata model. The potential of residential area was used to estimate urbanization area. Three cases urbanization from 2009 to 2012 were estimated. As the case 1, the potential of all factors was used. As the case 2, we used the potential without disaster risk factors. In case 3, the area division system was abolished. From the results of this simulation, we clarified some future important factors related to land use control. (Summary) After the Great East Japan Earthquake (GEJE) in 2011, Japanese provincial coastal cities have been holding discussions related to Tsunami disaster mitigation plans. Residential location trend is fundamental information necessary to make such plans. The purpose of this paper is to show characteristics of residential location choice behavior in the Tokushima urban area with sparse urbanization and high Tsunami risk. Building certification data was used to show residential location from 2010 to 2012. We analyzed residential location trend from this data and Tsunami inundation potential data. Comparing residential location trend before and after GEJE, diffuse urbanization in Tsunami inundation area is continuing, but demand for new houses has been decreasing in coastal areas after GEJE. Finally, we classified the target area, and showed the area which needs to be controlled or promote urbanization. (Summary) The purpose of this study is to develop the Shouzui ruins Digital Museum (SDM) using cellular phone and website. SDM consists of three modules; the web-based historical information system on computer (P-HIS) and the cellular phone based historical information system (C-HIS). P-HIS has a sub system with functions which encourage the exchange of information about the Shouzui ruins (SS-HIS). C-HIS is a system in which users can get some information using QR codes. P-HIS offers more detailed information, providing maps, pictures of artifacts, restored images, information about the lord who lived in Shouzui, and so on. SS-HIS is a personal space in P-HIS. It includes a visualizing function to show the points where a user visited, a Q&A function for users answered by the curator of Shouzui ruins and a quiz about the ruins. Evaluation of the SDM was carried out by cellular phone users. From the results of the evaluation, usefulness of the SDM was shown as a historical information system for the excavation site of the ruins. Kojiro WATANABE, Hiroki Nagasaki and Akio Kondo : DEVELOPMENT OF LAND USE PLANNING SUPPORT SYSTEM USING HOUSEHOLD DISTRIBUTION PREDICTION MODEL, Proceedings of ASIA GIS 2008, 40, Busan, Sep. 2008. (Summary) It is important to predict the effect of some alternative plan in order to make a suitable land use plan. In this paper, we developed a land use planning support system using the household distribution prediction model. The concept of multi-agent systems was used in the model. The agent of this model is a household, and prediction unit is a cell with an area of 1km by 1km. The agent decides decision of migration depending on its own conditions and migration potential at current address. Next, the agent starts to select the next address by land potential which is calculated by several factors, which include convenience, safety, land use regulations, tax and neighborhood household condition. If land potential of the next address is higher than the current address, the agent will migrate to the selected address. The reproductively of household distribution from 1990 to 2000 in Tokushima urban area was used as a calibration of the model, and the error rate was 0.33. This model was incorporated in GIS to develop a land use planning support system. Functions of the system were decided from the results of questionnaire survey answered by urban planners to reflect actual planning condition. Finally, we predicted household distribution in 2000 to 2010 using this system and assumed 3 land use regulation scenarios. From the results of this simulation, it was shown that many households are appearing near the urban center and roadside zone in the case without land use regulation. (Summary) Recently in Japan, we have been facing serious concerns related to low birthrate and longevity, and it is widely known that the population will start to decrease suddenly after its peak in 2006. Migration is one of the most fundamental and important problems in national land planning. The aim of this study is to construct a migration model taking psychological factors into consideration to clarify the details of migration in Japan. To achieve this aim, a migration model in which degree of relationship between regions and change in perception of inhabitants is incorporated is constructed and migration is analyzed using the model. A satisfactory result could be obtained from estimation of the model. A mechanism of migration is described using the regional difference in utility, degree of relationship between regions and change in perception of nation's life. (Summary) The purpose of this paper is to develop the urban development control method using the atmospheric purification function on green area. Atmospheric pollution gas which treated on this paper are CO2, NO2 and SO2. First, the urban growth model is developed to estimate future urbanized area. The concept of the Cellular Automata model is used in our model. Next, the atmospheric pollution gas absorption is estimated by the Miyake and Totsuka model. Using both model, the simulation of four cases is executed. Case 1 is the case of no development regulation. The case of which development is prohibited in forest area is case 2-1 and 2-2. As for the case 3, new development is controlled in all area of the Aizumi city. From these results, although the case 3 was useful to increase the pollution gas absorption, the case 2-1 and 2-2 were not effective in the study area. (Summary) This research tries to develop a WebGIS to aid community-based planning for disaster mitigation (CBPDM), which is based on a fire spread simulation model by cellular automata, that can offer residents clear information on how improvements in the local environment can enhance disaster mitigation performance, as well as educating them on disaster risks and the need for improvement measures. We have developed the system using a WebGIS in order to enable the following. i) The residents, local government staff and etc. can use the system in various phases and places in CBPDM. ii) The system can be applied to anywhere in a city by using the data that Japanese local government has arranged in general. An example of the use of the system in a group discussion with the residents for CBPDM is as follows. First, the system offers the residents information on the result of fire spread simulations applied to the existing area under discussion. Second, on the digital map in the system, the residents virtually perform the improvement that may be effective for the restraint of fire spread. Third, the system carries out simulations to the virtually improved area. Finally, the residents confirm the effect of the restraint by the improvement. The system is composed of the following three subsystems. 1) ``Improvement'' subsystem: to edit the digital map to change the local environment (altering building position, size, shape and structure; widening roads; newly establishing a disaster prevention plaza, establishing a water utilization for fire fighting etc.) 2) ``Model Parameter Setting'' subsystem: to set wind velocity, wind direction, fire origin points for fire spread simulation. 3) ``Visual measurement'' subsystem: to visually display the simulation result on the digital map by static images and animations for users to confirm the effect of the improvement. The system configuration is as follows. Server: CPU: Xeon 3.4 GHz*2, Memory: 4GB, GIS engine: SIS Map Modeller ActiveX, WebGIS engine: SIS ASC, OS: Windows Server 2003, Customizing language: VB, JavaScript, VBScript, HTML. As a case study, the developed system was used on trial in the group discussion for CBPDM in a built-up area with a high proportion of old wooden structures in Japan. (Summary) Research regarding optimal distance is a common topic in the field of facility location. For situations where nearness to a facility is important, most of the traditional models seek facility locations that minimize overall transportation costs. Although nearness may be convenient for some facilities, others have a negative effect on the environment. The most appropriate place for an undesirable facility is as far away as possible from all sensitive areas. This minimizes social costs such as environmental harm. However, there are also some facilities that are necessary for the community but have an obnoxious impact on the residents. A model for such kinds of facilities needs to consider farness and convenience, two contradictory aspects. Here we focus on one of the semi-undesirable facilities, that of garbage containers. We consider the optimal distance between a residential location and the waste disposal facilities with respect to residential awareness. Contrary to the common location models based on physical parameters such as distance or time, we propose a method that considers residential psychology and can be used for allocation planning of semi-undesirable facilities by analysing citizen's awareness. To achieve this purpose, we used the city of Tokushima, Japan as a case study, and undertook a survey by means of a questionnaire. From the questionnaire, we grasped people's acceptable distance which is farther than the minimum of their endurance distance and shorter than the maximum of their desirable distance, for the semi-undesirable facilities of garbage containers. Based on the data, we could estimate parameters for the model of a citizen's acceptance rate. As the acceptable distance is regarded as a variable, the relationship between the distance from the residential location to the waste facility and the citizen's acceptance rate is a problem of probability and statistics. The stochastic method is used for the modelling approach.

Akiko Kondo, Akio Kondo, Ichiraku Kazunari and Kojiro WATANABE : MIGRATION MODEL BASED ON UTILITY THEORY TAKING INTO CONSIDERATION OF DEGREE OF RELATIONSHIP BETWEEN REGIONS AND ITS APPLICATION, Proceedings of 9th International Conference on Computers in Urban Planning and Urban Management, ref.118, London, Jun. 2005. (Summary) It is well known that the population in Japan will start to decrease suddenly after its peak in 2006. In the present day, many rural regions have difficulties to keep their communities because of rapid aging as well as decrease in population. In order to cope with this problem, countermeasures are discussed to reduce the decrease in population and keep such regions lively. In this study, we aim to derive a migration model based on the utility theory in which the degree of relationship between regions is considered in order to contribute to creating such countermeasures. We also aim to construct a highly accurate migration model, because the model is used for simulation analysis. The migration model was built on the basis of regional difference in utility. The function measuring degree of relationship between regions is incorporated into the model in this study. The model is applied to Tokushima Prefecture which is one of the typical rural regions in Japan and has serious problems related to decrease in population. Variables representing not only geographical, historical and natural relationship between regions but also the amount of average income, land price, and the level of quality of the environment are introduced into the model. The model was estimated using regression analysis, and satisfactory results were obtained. Introduction of the degree of relationship between regions into the model affected improving accuracy of the model considerably. In extensive analysis using the model, a dummy variable explaining the psychological factor in migration was introduced, and it was proved that this variable contributes to improve the model in theory and practice. As a result, an operational migration model suitable for simulation analysis was successfully developed. (Summary) The purpose of this paper is to develop an urban growth model in Asian developing countries to evaluate sustainable urban form. Research area is the Colombo Urban Area (CUA) in Sri Lanka. From the results of the analysis of the urbanization in CUA, an urbanized area appeared at the around of the existing urban area and factories mainly. Based on the results, an urban growth model by Cellular Automata was developed. The evaluation of sustainable urban form in CUA was executed by the CA model. The NDVI was used as vegetation data in the evaluation. From the results of the simulation in consideration of the NDVI as the constraint condition, we discussed the urban development policy to induce the urbanization which controlled the reduction of green area. (Summary) 徳島駅前地区をケーススタディとして，放置自転車が歩行空間の安全性および快適性に及ぼす影響について，移動困難者の立場から解明し，現況を評価するとともに，今後の整備課題を抽出した．特に，視覚障害者の歩行に対しては，ヒアリング調査結果から安全で快適な空間に必要な条件を考慮した歩行空間評価手順を導き出し，現況評価を行った結果，安全で快適な歩行空間が1日に占める割合は極めて低いことがわかった．

Akira Ohgai, Yoshimizu GOHNAI and Kojiro WATANABE : A Fire Spread Model to Support Community-based Planning for Disaster Mitigation Using Cellular Automata, --- Application to Historical Built-Up Area ---, The 4th International Symposium on City Planning and Environmental Management in Asian Countries, 259-268, Seoul, Jan. 2004. (Summary) This paper attempts to develop a fire spread model using cellular automata in order to serve the scene of collaborative planning with citizen participation and enlighten inhabitants on the hazard of fire in the district where they live. In modeling, in order to represent more realistic phenomenon of fire spread in the model, grid cell of 3 by 3 meters is used, taking the relation to the limit of fire spread into consideration. The following factors causing fire spread are incorporated into the model: 1) flammability of building, 2) weather conditions, and 3) characteristics of built-up area. The state of cell is defined as follows: 1) unburnable, 2) no burning yet, 3) catching fire, 4) on fire and 5) extinction. The judgment of the cell concerned catching fire is done by using the potential calculated by the factors and the stochastic calculation process to simulate a dynamic and complex phenomenon of fire spread. The CA model proposed here is applied to Futagawa district in Toyohashi, one of historical built-up areas in Japan. The usefulness of the model is shown from the results of some simulation cases by wind direction and velocity. (Summary) The Hanshin-Awaji earthquake caused much damage in the high density built-up area with wooden buildings. Rehabilitation, such as the widening road, arrangement of open space and renewal of old buildings, to increase in performance of disaster mitigation is required in districts. It is important to promote the community-based planning for disaster mitigation in order to perform their rehabilitation. The risk evaluation method will be useful as a support tool in order to build consensus. In this paper, as one of these support tools, we attempt to develop a risk evaluation method by unit of block, and apply it to historical built-up areas in Japan. The spatial scale of the risk evaluation made by the Government in Japan is the city and the district, but there is not a method to evaluate by unit of block for community-based planning. (Summary) This paper attempts to develop a GIS-based planning support system to aid environment-considered urban development in Asian developing countries, by using an expert system for environmental zoning and a cellular automata model of predicting urban form we have developed, and by integrating them with GIS. The integration makes it possible for decision-makers to reflect the value judgment for the magnitude for each zoning district and to perform various scenario-based simulations. Moreover, by overlaying simulation results and zoning map, a tool is proposed to provide different kinds of information to evaluate development suitability. This tool can detect the future deforestation area, the area eligible for future development, and the future hazard area. Finally, it follows from an application to Makassar in Indonesia that the proposed system is useful and can give some suggestions for environment-considered urban development. (Summary) This paper aims to develop an operational cellular automata model to simulate the changing distributions of population and employees in a local city of Japan. The model is composed of two parts of process of these changes. In order to provide a realistic simulation of the distributions, we introduce a critical parameter representing the relation of zoning system in Japan and urban activity. The reproductivity of the model is examined by illustrating simulation results.

(Summary) The purpose of this paper is to develop an urban growth model by Cellular Automata (CA). First, we model urban growth process based on Batty and Xie's concept, and then develop a CA model. Our model is applied to Toyohashi-Toyokawa Region, Aichi Prefecture, Japan. The estimated urban area is compared with the actual urban area by consistent rate. From the results of simulation, we confirm the reproductivity of urban growth for past about 100 years.

(Summary) The purpose of this paper is to develop an urban development planning support system, taking environmental management into consideration, for developing countries. This system consists of three sub-systems, a database management system, an environmental management planning support system, and an urban growth estimating model. To make it possible to interact between three sub-systems, we attempt to integrate them with a GIS. First, we arrange existing Japanese environmental management plans to define the data required for the system. Secondly, we develop an environmental management planning support expert system. The knowledge base required for the inference is based on Japanese plans. Thirdly, we develop an urban growth estimating model by cellular automata. This system is applied to Mokpo city in Korea. (Summary) 地方都市においては，人口減少や高齢化が進み，市街地のスポンジ化や都市機能の流出に伴う都市活力の減退・停滞の兆しが見られ，市街地の活性化やコンパクトシティの必要性が叫ばれて久しい．そこで，本研究は，今後の都市整備のあり方を探るために，地方都市のインフラ整備や市街地整備と都市活力の停滞の関連を明らかすることを目的とする．課題先進地である四国地方の都市計画法適用の67都市を対象として，まず，市街地整備状況等により都市を6種に類型化し，次に都市活力の指標を5つ選定して，市街地整備と都市活力の関連を明らかにした．県都隣接の衛星都市では，人口や商業機能が増強，分担され活力が増進している．その一方で伝統的な生活圏中心都市では人口や生産・商業機能の流出により活力が停滞している，また，四国の多くの都市では，インフラや市街地の整備水準は低く，特に面的整備手法による事業が少ない中でも，都市によって，人口増加や商業市街地化など活力の程度は多様であることがわかった． (Keyword) urban vitality / urban development and Improvement

First, I executed a questionnaire survey for residents in the area with Tsunami risk. (Summary) Instagram をはじめとする写真共有SNS は観光客により大量の写真が投稿されている．これら写真には観光客の興味が表出していると考えられる．そこで，本研究は観光客の興味発見を低コストで実施することを目的としてSNS 投稿画像分析手法を提案する．具体にはInstagram を対象としてその投稿画像を収集し，それら画像に対して機械学習による特徴量抽出および次元削減を実施した後，教師なし手法による分類を実施する．本研究では分析対象として徳島県の大塚国際美術館を取り上げ，これを2020年に訪問した観光客の興味発見を目的として投稿画像の収集，分析を実施した．その結果，2,958枚の収集画像のうち1,062枚を132 の妥当なクラスタに構成することができた．これらクラスタ内の画像を参照することで観光客の興味を概観することができる．観光客の興味把握コストを低減できる提案手法は観光施設運営にとって有益である． (Keyword) Instagram / 興味発見 / CNN / t-SNE / DBSCAN

(Summary) 地球規模での気候変動は，世界各地でかつてない規模，頻度の災害発生を引き起こす要因ともなっている．一方，我が国では人口減少社会に入っており，小集落の消滅も進んでいる．本研究では，複数の災害が想定される徳島都市圏を対象に，気候変動に伴う災害の激甚化を踏まえた災害リスクとその対策を評価することで，今後の地域づくり戦略の方向性を示す．災害リスクは，災害，曝露，脆弱性の組み合わせにより評価する．災害は，津波，洪水，土砂災害とし，その被災エリアは自治体が発表している予測値を用いる．曝露対象は世帯とし，その脆弱性は世帯年齢，建築構造，再建年数で表す．評価の空間単位は500mメッシュとする．災害への対策として，インフラ防御策を想定し，その効果を災害リスク評価値で示す．この結果を基に，土地利用の面から今後の地域づくり戦略の方向性を示す． (Keyword) Disaster Risk Evaluation / Tsunami disaster / Flood disaster / Landslide disaster / Resettlement

Tokushima urban area has diffusive urbanization in suburban area, and coastal zone of the area has Tsunami risk. Building certification data and Tsunami flood potential data are used in the study. The former data shows residential location. We executed the classification of each area according to residential location in 2010, 2011 and 2012 and Tsunami flood potential. We showed the difference of residential location trend before and after the Great East Japan Earthquake from the results. (Summary) The purpose of this paper is to analyze an atmospheric pollution gas absorption on vegetation area by land use change. Land use categories are forest, farmland, vacant, water surface and built-up area. After arrangement of required data, regression analysis was executed to estimate land use change. 1200 meters grid cell was used as spatial unit of the analysis. Using estimated future land use, we calculated atmospheric pollution gas absorption in 2007. From the results of calculation, decrease of the atmospheric pollution gas absorption was estimated in Naruto, Tokushima and Ishii area. (Summary) The purpose of this study is to develop Tsunami evacuation simulation model by multi-agent systems. We show the concept and the process of the model in this paper. In this model, an agent is the evacuee, and an environment is the urban area. Evacuee has an age, an evacuation speed, a congestion condition, a consciousness of disaster prevention and a fatigue as attribute data. In the simulation, evacuee goes through the nearest crossing point from his house firstly, and then, he goes to goal as he is choosing the crossing point in the order near the goal.
